The SBE Oversight Committee is an advisory body to the Street Transportation Department whose purpose is to provide advice to the City to better enable the City to meet the needs of its residents.  Its powers are advisory only unless additional powers and authority are provided by ordinance or state or federal law or regulation.\nPowers and Duties.  The powers and duties of the Committee will be:\n1.  Monitor the implementation of the SBE Participation Program (in City construction contracting).\n2.  Review and comment on the City Manager’s Administrative Rules or Regulations that implement the SBE Participation Program.\n3.  Review and comment periodically on City’s progress in meeting the SBE Subcontracting Goals Program objectives.\nARTICLE III – MEMBERSHIP AND OFFICERS\nMembership.  SBE Oversight Committee membership shall consist of up to eight persons, and will be composed of Standing and Ad Hoc members.  There will be four Standing members who are permanent representatives and will include:  the City Engineer; the Equal Opportunity Department Director; a management/board representative of the Arizona Associated General Contractors (AZAGC) of America, or a management representative of an established construction prime contractor organization; and Associated Minority Contractors of Arizona or a management representative of an established construction SBE contractor organization.  There will be up to four Ad Hoc members will consist of up to two representatives each from the AZAGC (or management representative of an established construction prime contractor organization) and the AMCA (or management representative of an established construction SBE contractor organization).\nAppointment.  Members will be appointed by City Engineer with the review of the Committee.\nTerm.  Ad Hoc members will serve for a two-year term and may be reappointed for one additional two-year term.  Ad Hoc members may not serve for more than two successive full two-year terms.  In the event a member resigns, becomes incapacitated or unable to perform the duties of a committee member or is otherwise removed, the City Engineer, in consultation with the remaining committee member, may appoint another member to fill the unexpired term of the member replaced, with respect to the committee make up per paragraph A of this Article.\nRemoval of Members.  A Committee member may be removed by the (Committee/Chairperson) for nonattendance at three consecutive meetings, conviction of a crime involving moral turpitude, repeated disruptive behavior after warning, or when in the opinion of the City Engineer, removal is in the best interest of the Committee.\nOfficers.\n1.\tChairperson.  The Chairperson may be appointed by the City Engineer to serve a one year term (or may be elected by the members of the Committee to serve a one year term).  The Chairperson may be appointed/elected to serve successive terms as deemed appropriate by the City Engineer.  In the event the Chairperson resigns, becomes incapacitated or unable to perform the duties of office or is otherwise removed, the City Engineer may appoint another Chairperson to fill the unexpired term of the Chairperson being replaced.
