To achieve this objective , SERC partners with its Reliability Coordinators to provide a communication forum for the Reliability Coordinators to provide guidance and share challenges, best practices, like experiences, and results. Each Reliability Coordinator provides a review of their past peak season and a preview of their upcoming season. Sharing this information in this forum provides all the Reliability Coordinators with abetter understanding and situational awareness to help maintain the reliability and security of the BPS. RCWG is the platform that enables SERC and its Reliability Coordinators to collaborate and address the most pressing reliability issues.
The SERC Operating Committee (OC) and Reliability Coordinator Working Group (RCWG) shall review operational events associated with the actions of SERC Reliability Coordinators (RCs), facilitate sharing best practices among SERC RCs, and address RC related issues assigned by the OC or deemed relevant by the RCWG.
Responsibilities and Activities |
| --- |
| • Review past season and provide a preview of upcoming season reliability concerns.
• Facilitate communications and coordination among SERC RCs.
• Maintain regional criteria, guidelines, procedures, and white paper documents as assigned by the OC.
• Liaise with the other SERC subgroups as directed by the OC.
• Report on North American Electric Reliability Corporation (NERC) committeesand initiatives as directed by the OC.
• Perform duties assigned by the OC.
Representation |

Each SERC Member Company registered as a Reliability Coordinator is entitled to one representative, one alternate, and any number of observers on the RCWG. Primary Representatives, Alternate Representatives, and Observers cannot be marketing function employees as defined by Federal Energy Regulatory Commission (FERC) regulations and the FERC Standards of Conduct and must be signatories to the SERC Confidential Information
Policy.
Voting Members
• Primary Representative – Represents one Member Company and is authorized one vote.
• Alternate Representative – Represents one Member Company when a Primary Representative is not present and is authorized one vote when activated.
Non-Voting Members
• Observer– Additional representative(s) of a Member Company who has a business interest in the information presented with a non-marketing interest in the committee, sub-committee, or working group. An Observer for the RCWG is subject to the same requirements for membership as a Primary Representative or Alternate Representative including signing the SERC Non-Disclosure Agreement (NDA) . An Observer is included in the committee roster and may participate in committee activities but has no voting privileges.
The leadership of the RCWG comprises a chair and vice-chair. The chair of the SERC OC appoints the RCWG chair for a two-year term. The RCWG utilizes an officer rotation for the chair and vice-chair roles. The RCWG chair and vice-chair shall each serve a two-year term that commences on November 1 of the appointment year and ends on October 31 of the second year. The vice-chair will normally succeed the chair.
All RCWG representatives should be knowledgeable to perform all the responsibilities and activities as defined in this scope document.
Governance

| A quorum is established by a simple majority of the voting Primary Representatives (or Alternate Representative if the associated Primary Representative is not available) to conduct a vote. If a quorum for a meeting is not present, a meeting may be adjourned for that reason by the Voting Members. Each Primary Representative (or Alternate Representative if the associated Primary Representative is not available) shall have one vote.
