The USAID Biodiversity Conservation project (the Project) aims to maintain and increase forest quality and protect and stabilize wildlife population in high conservation value provinces (Ha Tinh, Lam Dong, Ninh Binh, Quang Binh, Quang Nam, Quang Tri, and TT Hue). The Project targets 14 special use forests (SUFs) and 7 protection forests (PFs), linking forest management units across the landscape to maintain forest cover and connectivity of habitats vital for the protection of Vietnam’s threatened and endemic species. The Project is implemented by WWF US and WWF-Viet Nam in collaboration with the Project’s partners Leibniz-Institute for Zoo and Wildlife, Re:wild, the International Union for the Conservation of Nature, Education for Nature Vietnam, and Fauna & Flora International.\nThe USAID BC project has four strategic approaches (SA):\nSA1: Promote conservation-friendly enterprises in forest dependent communities\nSA2: Strengthen management of special-use and protection forests\nSA3: Increase functionality of law enforcement systems for forest and wildlife crimes\nSA4: Reduce local demand for illegal wildlife products through behaviour change methodologies\nSA2 aims to strengthen management of special use and protection forests in project provinces that includes the activity: Establishing collaborative management in SUFs and PFs. Under this activity the project will facilitate forming a multistakeholder dialogue platform that will allow various stakeholders to engage in the management of the SUF through the provision of advice and feedback to the management board. To achieve that the SAGE method—Site-level Assessment of Governance and Equity—will be applied.\nThis SoW concerns the facilitation of forming a multistakholder dialogue platform in Dakrong NR deploying SAGE.\nPurpose and objectives\nThe purpose of this SOW is to facilitate forming a multistakeholder dialogue platform by applying SAGE. This will be achieved by the following three objectives:\nTo identify and train two or more assistant facilitators in the Communes that surround Dakrong NR.\nTo facilitate the formation of a preliminary multi-stakeholder dialogue platform.\nTo draft an outline of activities to finalise the process of formally establishinig a multi-stakeholder dialogue platform.\ntasks\nUnder the direction of the Provincial Coordinator cum SA Manager in Quang Tri and technical supervision of the Project’s SA2/3 Lead, in collaboration with the VFBC Project Management Board in Quang Tri Province, and in close coordination with the Inclusive Planning Group established for Dakrong NR, the Consultant will conduct the following tasks:\nAttend a training on SAGE organized by the Project. Draft a work plan of maximum three-months to conduct the activities under this assignment.\nPrepare and give an introduction to SAGE for the management board of Dakrong NR and solicit their full participation in the process.\nAssess the number of assistant facilitators needed, with a maximum of five, identify suitable individuals in the Communes surrounding Dakrong NR, draft a job description and provide them with a work plan.\nConduct Phase 1 and Phase 2 of SAGE in line with the SAGE manual.\nFacilitate a meeting in close coordination and collaboration with Project staff and other key actors to identify and plan the process for forming a preliminary multistakeholder dialogue platform and facilitate its formation.
