Present were Chairman Richard Talanca, ViceChairman Steven Fraind, and Road Master John Fogg Jr. Also present were Solicitor Anthony McDonald, DPW Foreman Ed Fenton, Police Chief Michael McNeal, Zoning Officer John Ross, and Manager Amy Evans.  \nThe meeting was called to order at 6:00 PM.  \nAnnouncements: An Executive Session was held on February 10, 2026, to discuss Plevyak v. Salem Township an appeal that was discontinued with prejudice.  \nMeeting Minutes  \nOn motion of John Fogg Jr., seconded by Steven Fraind, the Reorganization Meeting Minutes of January 5, 2026, the Regular Meeting Minutes of January 5, 2026, and the Work Session Minutes of January 27, 2026, were approved.  \nPublic Comment on Agenda Items  \nThere were no comments from the public.  \nCorrespondence  \nThe Board reviewed the following correspondence:  \n- AWS Notice of Minor Modification Application (Susquehanna River Basin)  \n- PA DEP AWS Commence Operation for Shake Down Letter (2)  \n- Luzerne County Conservation AWS Minor Amendment Approval  \n- PA DEP General Permit Letter for Waterline Extension Project  \n- BATCCA, Thank You Letter for Donation  \nAmy Evans presented the Treasurer’s Report for January 2026.  \nOn motion of Steven Fraind, seconded by John Fogg Jr., the Treasurer’s Report was approved.  \nAmy Evans presented the Manager's Report for January 2026.  \nPolice Chief Michael McNeal provided his report for January 2026. The new Tahoe was picked up but it will take 3-4 weeks for the upfit to be completed. He added that the Cookie Run will be on the 28th.  \nDPW Foreman Ed Fenton provided his report for January 2026. He informed the Board that the tree pick up was completed and that there were a lot of people that put their trees out to the curb. They completed some crack sealing and plan on pipe work in February. Richard Talanca stated that the DPW crew and all the emergency plow drivers did a fantastic job on the Township roads during the last storm.  \nZoning Officer John Ross provided Brian Rhone’s report for January 2026. He issued 5 zoning permits and 12 building permits.  \nEngineer Rock Stahovic provided his report for January 2026. He informed the Board that the first AWS building is now occupied.  \nBAJSA Solicitor Anthony McDonald informed the Board that folks that are in arears or $10,000 or more will be receiving a letter from him informing them that if they do not attempt to get their bill paid there will be a Writ of Scire Facia filed with the court.  \nFire Department Fire Chief Lee Smith submitted a report for January 2026. He informed the Board that they responded to 24 calls in 2026 so far.
