The report covers staffing updates, including correctional officer vacancies, an LPN/RN opening, and a maintenance assistant position, plus a proposal to hire maintenance assistants and certify them as correctional officers to improve flexibility and reduce escort needs. The committee also reviews qualified mental health counselor applications, requests for proposals and contracts, program updates, signed DMV participation for MoveIt, and preparation of next year’s proposed budget and population figures.","At the regular meeting of the RSW Regional Jail Finance and Personnel Committee held at the RSW Regional Jail on February 25, 2016 at 2:00 pm: \nPresent: Mary Beth Price (County Administrator, Shenandoah County), Douglas Stanley (County Administrator, Warren County), John McCarthy (County Administrator, Rappahannock County), William Wilson (Superintendent, RSW Regional Jail), Russell Gilkison (Deputy Superintendent, RSW Regional Jail), Lori Clinedinst (Finance Director, RSW Regional Jail), Penny Holt (Director of Nursing, RSW Regional Jail), Stephanie Smith (Administrative Assistant, RSW Regional Jail), Brandy Rosser (Grants and Special Projects Coordinator, Warren County), Via Conference Call-Brendan Hefty (Hefty Wiley and Gore) \nAbsent: None \nWelcome and Introductions \nMs. Price called the meeting to order at 2:05 pm. \nAdoption of Minutes \nOn a motion by Mr. Stanley, seconded by Mr. McCarthy, and by the following vote, the RSW Regional Jail Finance and Personnel Committee adopted the minutes of January 28, 2016 as presented: \nAye: McCarthy, Price, Stanley \nSuperintendent’s Report \nMr. Wilson reported on the following items: Staffing Update \n1. Officers: There are currently 23 correctional officer vacancies. \n2. Licensed Practical Nurse/Registered Nurse (LPN/RN): There is currently one vacancy for an LPN/RN. One applicant was interviewed last week, but she withdrew her application. \n3. Maintenance Assistant: There is currently one vacancy for a Maintenance Assistant. There are two good candidates for the position, at least one of which is interested in being a Correctional Officer also. \nMr. Chris Youngs began working for RSW as a maintenance assistant on February 23, 2016. Mr. Wilson stated that both candidates that applied for this position are very qualified. He suggested to the Committee the possibility of hiring both of the applicants as maintenance assistants and having them also certified as correctional officers. The advantage of having the \nmaintenance assistants certified as correctional officers would be that they would be able to be used as multipurpose employees. Their main focus would be on the maintenance of the facility, but they would also be able to be used as escorts. Currently, the maintenance staff cannot work independently inside of a housing unit, they have to be escorted by security. This would free up the security staff and allow the maintenance staff to work as they need to. Mr. Wilson stated that there is a lot of maintenance upkeep at RSW and it would be beneficial to have both applicants working for the facility. Mr. Wilson said that the two applicants would be performing maintenance duties primarily, but if staff was short or if emergency transport was needed then they could be used for those activities as well. \nMr. McCarthy asked if this would be an issue with the Compensation Board and Mr. Wilson stated that it would not be. Mr. Gilkison stated that the Compensation Board funding fora correctional officer and a maintenance assistant was the same. \nMs. Price asked if there were any other correctional officers in the facility now that would be interested in this position since it wasn’t advertised in this way. Mr. Wilson stated that he didn’t know if there was any interest. \nMr. Stanley asked if the maintenance assistant salary was higher than a correctional officer salary and Mr. Wilson stated that the salary for a maintenance assistant is lower. \nMr. McCarthy asked if a job description would be created for this position and Mr. Wilson said that it could be. The applicants would start out as maintenance assistants with the maintenance assistant salary and then, after going to the academy, they would be given a raise and title change to correctional officer. \nOn a motion by Mr. McCarthy, seconded by Mr. Stanley, and by the following vote, the RSW Regional Jail Finance and Personnel Committee approved the hiring of two maintenance assistants and the certification of the maintena","cbCainaXurCXDfpk","https://ap.wps.com/l/cbCainaXurCXDfpk","pdf",60831,7,6,"English","en",105,"# Adoption of Minutes\n# Superintendent’s Report\n## Staffing Update\n## Qualified Mental Health Counselor\n# Request for Proposals and Contracts\n# Programs\n## Maintenance Technician 1 Program\n## GED Passing Scores\n## DMV MoveIt System\n# Other\n## Proposed Budget and Population","[{\"question\":\"What staffing vacancies were reported at the meeting?\",\"answer\":\"There were 23 correctional officer vacancies, one vacancy for an LPN/RN, and one vacancy for a Maintenance Assistant.
