This sample document is published for informational purposes only and it is not intended to be used to develop RP4 performance plans. |\n| |\n\nNO_PRINT \nStructure and Purpose \nThe template for Performance Plans was developed to facilitate the work of Member States and NSAs in their tasks to draw up and adopt performance plans and targets for RP4 . It follows the structure provided for in Annex II of Commission Implementing Regulation (EU) No 2019/317 of 11 February 2019 laying down a performance and charging scheme in the Single European Sky and repealing Implementing Regulations (EU) No 390/2013 and (EU) No 391/2013 . \nFurthermore, to reduce the administrative burden on Member States the template is already prefilled to the maximum extent possible. \nIn light of this, different field categories have been identified and colour-coded to facilitate the reporting: \nStates can easily provide additional narrative material in the annexes which form an integral part of the performance plan. \nThe worksheets in the Excel file replicate the said structure and the tabs for main sections have been highlighted in black, while subsections are in light brown as shown below: \nTips and tricks \n· Since the Excel file is completely unprotected, be careful when filling the cells or adding lines/columns to avoid erasing the prefilled or precalculated areas. \n· Manually adapt height of cell if necessary, in particular for text or description boxes. \n· Within a cell, press ALT+ENTER to jump to the next line. \n· For existing text from another source, copy and paste into the formula bar will ensure that all text remains within a single cell. \n· In order to print your performance plan, please refer to section “Signatories”. \nPerformance Plan Select Member State \nFourth Reference Period (2025-2029) \nStatus: \nDate of issue: \nSTRUCTURE AND PURPOSE \nTABLE OF CONTENT \nSIGNATORIES \n1 INTRODUCTION \n1.1 THE SITUATION \n1.2 TRAFFIC FORECASTS \n1.3 STAKEHOLDER CONSULTATION \n1.4 LIST OF AIRPORTS SUBJECT TO THE PERFORMANCE AND CHARGING REGULATION \n1.5 SERVICES UNDER MARKET CONDITIONS \n1.6 FAB PROCESS \n1.7 SIMPLIFIED CHARGING SCHEME \n2 INVESTMENTS \n2.0 SUMMARY OF INVESTMENTS \n2.1 INVESTMENTS ANSP \n3 PERFORMANCE TARGETS AT LOCAL LEVEL \n3.1 SAFETY TARGETS \n3.1.1 Safety KPI \\#1: Level of Effectiveness of Safety Management achieved by ANSPs \n3.2 ENVIRONMENT TARGETS \n3.2.1 Environment KPI \\#1: Horizontal en route flight efficiency (KEA) \n3.3 CAPACITY TARGETS \n3.3.1 Capacity KPI \\#1: En route ATFM delay per flight \n3.3.2 Capacity KPI \\#2: Terminal and airport ANS ATFM arrival delay per flight \n3.3.3 ATCOs planning and training \n3.4 COST-EFFICIENCY TARGETS \n3.4.1 Cost-efficiency KPI \\#1: Determined unit cost (DUC) for en route ANS \n3.4.2 Cost-efficiency KPI \\#2: Determined unit cost (DUC) for terminal ANS \n3.4.3 Cost allocation-ATSP/CNSP \n3.4.4 Cost allocation-METSP \n3.4.5 Cost allocation-NSA \n3.4.6 Determined costs assumptions \n3.4.7 Pension assumptions \n3.4.8 Interest rate assumptions for loans financing the provision of air navigation services \n3.4.9 Additional determined costs related to measures necessary to achieve the en route capacity targets \n3.4.10 Restructuring costs \n3.5 ADDITIONAL KPIS / TARGETS \n3.6 INTERDEPENDENCIES AND TRADE-OFFS \n4 CROSS-BORDER INITIATIVES AND SESAR IMPLEMENTATION \n4.1 CROSS-BORDER INITIATIVES AND SYNERGIES AT ANSP LEVEL \n4.2 DEPLOYMENT OF SESAR COMMON PROJECT \n4.3 CHANGE MANAGEMENT \n5 TRAFFIC RISK SHARING ARRANGEMENTS AND INCENTIVE SCHEMES \n5.1 TRAFFIC RISK SHARING PARAMETERS \n5.2 CAPACITY INCENTIVE SCHEMES \n5.2.1 Capacity incentive scheme-Enroute \n5.2.2 Capacity incentive scheme-Terminal \n5.3 OPTIONAL INCENTIVES \n6 IMPLEMENTATION OF THE PERFORMANCE PLAN \n6.1 MONITORING OF THE IMPLEMENTATION PLAN \n6.2 NON-COMPLIANCE WITH TARGETS DURING THE REFERENCE P","cbCaidRZiJHVnn1o","https://ap.wps.com/l/cbCaidRZiJHVnn1o","pdf",1070857,73,"English","# Structure and Purpose\n## Tips and tricks\n## Performance plan details\n# TABLE OF CONTENT\n## SIGNATORIES\n## 1 INTRODUCTION\n## 2 INVESTMENTS\n## 3 PERFORMANCE TARGETS AT LOCAL LEVEL\n## 4 CROSS-BORDER INITIATIVES AND SESAR IMPLEMENTATION\n## 5 TRAFFIC RISK SHARING ARRANGEMENTS AND INCENTIVE SCHEMES\n## 6 IMPLEMENTATION OF THE PERFORMANCE PLAN\n## 7 ANNEXES\n## Document change record","[{\"question\":\"How is the fourth reference period specified in the template?\",\"answer\":\"It is set as the fourth reference period for 2025-2029, with fields for status and dates of issue and adoption of draft and final performance plans.\"}]","RP4 Performance Plan Template - Structure and Purpose | PDF",1789189085,26]
