If you are applying to multiple schools, you need to submit a separate application for each institution. Each application must be signed by both the student and the veteran. If the veteran is unable to sign, please complete the VSD-021 Non-Veteran Signature Certification.  \nThe student's birth certificate must be submitted to demonstrate the child's relationship with the veteran. Please note that dependent ID cards and abstract birth certificates are no longer valid. If the student is a stepchild and has a different last name from the veteran, a copy of the veteran's marriage certificate and student's birth certificate is required. In cases of adoption, all legal documents proving dependency must be provided. According to Title 38, Code of Federal Regulation, Section 3.57(a), a child must be legally adopted or become a stepchild before their 23rd birthday to qualify for the program.  \nIf the student is married, kindly submit a copy of their marriage certificate. Additionally, if you are filing taxes jointly, please include a signed IRS Form 1040 along with the W-2 forms for both the student and their spouse.  \nIf the student was employed in 2025, please submit a signed copy of their complete IRS Form 1040 for that year. Please note that we do not accept IRS Form 1040 showing an Adjusted Gross Income (AGI) of $0 unless it is accompanied by the IRS Transcript. If the student did not work or earn a reportable income in 2025, please provide a Letter of Non-Filing from either the Franchise Tax Board orthe IRS, indicating that the student has no income tax record for 2025, dated after April 15th. To request a Letter of Non-Filing, you can contact the Franchise Tax Board at 1-800-852-5711 or the IRS at 1-800-908-9946.
