NCPC invites and encourages participation in this procurement process by businesses owned by minorities, women, and disabled business enterprises and non-profit work centers for the blind and severely disabled.  \nExcept where otherwise prohibited by law, proposals are invited from all colleges and universities, research institutions, state, and local agencies, nonprofit and for-profit private organizations, corporations, and sole proprietorships. Eligible non-profit, community-based organizations or institutions of higher education are defined by 2 C.F.R.§ 200.70.  \nApplicants are cautioned that this is a Request for Proposals (RFP), not a request to contract.
