As an initial clarification, the Customer Agreement Template was developed to address both the UTEN pilot phase and the potential long-term operation of a UTEN beyond the pilot period. Accordingly, certain provisions were structured to accommodate both a pilot environment, in which the Company may fund customer equipment conversions (as contemplated in Section 6.1.1 of the Customer Agreement), and a future period where customers may elect to connect to the Company’s thermal energy service without utilizing incentives or other funds provided by the Company (as contemplated in Section 6.1 of the Customer Agreement) . \nThe Customer Agreement is intended to govern a customer’s participation in the UTEN pilot and the Company’s provision of thermal energy service. However, the Customer Agreement Template does not include the scope of work and contract terms associated with completing customer equipment conversions that may be funded by the Company, which will be addressed in a separate site-specific agreement. \nThe Company plans to contract with an Implementation Partner that will manage and execute the work required to complete customer equipment conversions, including but not limited to conducting building assessments, designing HVAC systems, procuring and installing equipment, providing warranty support, and performing annual preventative maintenance services for each eligible customer participating in the pilot. Each customer equipment conversion project will be governed by a separate agreement entered into directly between the customer and Implementation Partner. The Company will fund the costs associated with customer equipment conversions, including equipment, installation, and maintenance costs, through the Retrofit Budget (defined below) until such budget is depleted. \nThe proposed Customer Agreement Template reflects an initial framework for delivering thermal energy services at this stage of the proceeding. However, additional clarifications, along with any requirements established by the Commission’s Order, will be incorporated into the final Customer Agreement, as necessary. \nThe responses below address each question you provided. \n• The Customer Agreement Template included as Appendix K indicates in Section 6.0, subsection 6.1 Customer Responsibilities that the customer is responsible for the costs to install and maintain the Customer Equipment, including piping, beyond the Delivery Point. \no Clarify whether the costs to install and maintain the equipment costs are included in the Total Pilot Budget of $50 . 1M. \nThe total West Loop project budget of $50.1 million includes approximately $11.8 million designated for customer equipment conversions and implementation services (the “Retrofit Budget”) . The costs to install and maintain customer equipment, including warranty support and annual preventative maintenance, are included in the Retrofit Budget. \nThe Retrofit Budget will first be applied to the conversion costs ofthe identified anchor customers, with the remaining funds available to support additional customers who elect to participate in the pilot on a first-come, first-served basis, subject to technical feasibility and site-specific constraints. HVAC designs for the anchor customers have already been completed under the Stage 1 and 2 engineering design budget, and therefore those costs are not included in the Retrofit Budget. \nBased on current planning assumptions and estimated conversion costs, the Retrofit Budget is expected to support the conversion of approximately 60% of eligible buildings. This estimate includes all associated costs for each conversion project, including equipment costs, installation costs and maintenance costs. \no Confirm whether the utility or the customer is responsible to pay ","cbCaiil4a9qvVogk","https://ap.wps.com/l/cbCaiil4a9qvVogk","pdf",118441,"English","# Customer Agreement Template Scope and Purpose\n## Pilot phase vs. potential long-term operation\n## Separate agreement for equipment conversions\n# Cost Responsibility and Budget Allocation\n## Inclusion of equipment installation and maintenance in Total Pilot Budget\n## Equipment cost responsibility when Retrofit Budget is available vs. depleted\n## Implementation Partner scope, cost estimates, and maintenance funding","[{\"question\":\"What is the purpose of the Customer Agreement Template described in the document?\",\"answer\":\"It provides an initial framework for delivering thermal energy services during the UTEN pilot and for potential long-term operation beyond the pilot period.\"},{\"question\":\"How are customer equipment conversion costs funded during the pilot?\",\"answer\":\"Conversion costs are funded through the Retrofit Budget, which includes equipment, installation, warranty support, and annual preventative maintenance.\"},{\"question\":\"After the Retrofit Budget is exhausted, who pays for customer equipment and conversion costs?\",\"answer\":\"Customers who choose to connect after the budget is depleted must bear costs associated with their conversion project, including the Customer Equipment and the costs of installation and ongoing maintenance.\"}]","Responses to Staff Questions - July 15 | PDF"]
