This template was developed through drawing upon ‘best practices’ from various entities’ RFQs. It may be adapted to fit the unit of general local government’s (UGLG’s) or tribal government’s needs and local procurement and contracting policy specifications.\nThis template includes required and recommended CDBG project language and Attachments for professional services contracts (refer to Exhibit II), much of which is also applicable and appropriate for FFP projects. Additional suggested language is provided that the local/tribal government may consider including by reference (for informational purposes only) if the architectural/engineering services being sought will include construction oversight.\nThe project description, work scope/scope of services and deliverables, qualification statement requirements and content, RFQ submittal and project deadlines, minimum qualifications and scoring criteria are all determined by the local or tribal government, and not specified by the CDBG Program or FFP (although deadlines should be set by the local/tribal government to meet the requirements of the specific CDBG Program or FFP and grant award).\nThis RFQ template is to be adapted to meet the needs of the local/tribal government accordingly.\nDELETE the “template” language in the headers and footers, all template guidance notes and guidance sections within this template when customizing the content for the local/tribal government’s use.\nDEHCR Guidance on Grant Program Competitive Procurement Requirements\nA competitive procurement process, such as using a Request of Qualifications (RFQ) or Request for Proposals (RFP) process for Architectural and Engineering Services, is required when using DEHCR grant funding to cover all or part of these professional services costs (refer to Chapter 3 of the CDBG or FFP Implementation Handbook for exceptions). Making the RFQ publicly available is not required – it may be sent to specific firms (a minimum of 3 firms); whereas making an RFP publicly available is required (refer to Chapter 3 of the CDBG or FFP Implementation Handbook for additional differences between the RFQ and RFP processes and requirements). The local/tribal government only needs to follow and comply with its local procurement/contracting policies when securing professional services that will not be paid with DEHCR grant funds (i.e., CDBG or FFP federal funding).\nArchitectural and Engineering services must be procured and contracted separately from Grant Administration, CDBG Planning project planning services, and other professional services.\nThe RFQ procurement process is not permissible for selecting a firm for other professional services if the services are to be paid with DEHCR grant funds.\nArchitectural and Engineering services cannot be paid or reimbursed with CDBG funds and must be procured separately from Grant Administration services. They are allowed using FFP funds, if properly procured (compliance with local, state and federal requirements).\nThe solicitation of Architectural and Engineering Design services for the pre-construction phase and additional Architec","cbCaieUaoVMCB9R0","https://ap.wps.com/l/cbCaieUaoVMCB9R0","docx",86954,"English","# DEHCR Guidance on Using This Template\n## DEHCR Guidance on Grant Program Competitive Procurement Requirements\n## RFQ Cover Page\n## RFQ Table of Contents Page","[{\"question\":\"What types of services is this RFQ template intended for under CDBG and FFP programs?\",\"answer\":\"It is intended as an example RFQ for procuring Architectural and Engineering professional services for CDBG and FFP project applicants and grantees.\"},{\"question\":\"Is an RFQ an eligible procurement method for all kinds of contracts and services?\",\"answer\":\"No. The guidance states RFQ is not an eligible procurement method for other contracts and services beyond the specified professional services context.\"},{\"question\":\"What competitive procurement rules apply when DEHCR grant funding is used?\",\"answer\":\"A competitive procurement process is required when DEHCR grant funding covers all or part of Architectural and Engineering professional service costs, including RFQ public release expectations and distinctions versus RFP.\"}]","REQUEST FOR QUALIFICATIONS (RFQ) TEMPLATE - DEHCR Guidance on Using This Template | DOCX",1788329626,6]
