The TSI programme addresses urgent system gaps resulting from deferred investments and evolving operational needs and supports the needs of the potential new water services entity planned under the Government’s “Local Water Done Well” policy. The systems (each known as a Tower) in scope of this RFP include:\nProgramme & Project Management (PPM)\nHealth & Safety System (H&S)\nAsset Management Information System (AMIS)\nFinancial Management Information System (FMIS) and Supply Chain Management\nCustomer Relationship Management System (CRM)\nBilling System (Billing)\nHuman Resources Information System (HRIS)\nPayroll\nParticipants can respond to one, some or all these Towers.\nThe full scope of the TSI Programme also includes information management, this is being managed via a separate RFP.\nThe coloured boxes in the diagram below highlight the system areas of the RFP and correspond to the capability model areas.\nWhat we don’t want\nOn-prem solutions.\nA traditional delivery programme that gets lost in lengthy design phases and siloed delivery.\nSolutions that require extensive customisation to meet our needs.\nSolutions that cannot be integrated with others simply and easily where required.\nResponses from implementation service providers who are not proposing a solution.\nWhat’s important to us?\nCore functionality must be in place and fit for purpose. While we expect continual product evolution, the baseline capability must be sufficient to meet our needs.\nProven delivery capability is valued over the promise of greater functionality. We are looking for partners who can demonstrate a strong track record of successfully implementing their solution in complex environments.\nIntegrated teams.
