The purpose of the policy toolkit is to disseminate key learnings and knowledge products of the BUS project to relevant stakeholders at all levels. The toolkit will be a modern, user-friendly website which will contain all of the learning gained from the project across all phases and content areas (construction, community mobilization, toilet management, behavior change), and practical resources developed by the project team. This toolkit will also include 1 video which provides and overview of the project, and 3 shorter training videos which will demonstrate how to conduct the training of community managers on operations and maintenance of community toilet facilities.\nThe BUS project has been working with the Bhubaneswar and Cuttack Municipal corporations to build user friendly community toilets in urban slums, and mobilize the community to both manage and to use these facilities. Though recent years have seen a push to provide improved sanitation options to all via building of individual household latrines by Swachh Bharat, there are still those households for whom toilet construction is not feasible or desirable. In order to provide these households with a viable alternative to open defecation, community toilets are the most relevant strategy. The aim of the project is to understand the challenges of setting up community toilets, and of encouraging uptake of these facilities in both the short and longer term.\nThe Request for Proposal (RFP) consists of the Terms of Reference (ToR) and the Timelines. There will be two separate components for the submission of the proposals.\ni) Technical\nii) Financial\nContent of Technical proposal:\nThe applicant is expected to submit:\n1) Approach note outlining the envisaged steps that will be taken to develop the final outputs, including specifics on approach towards developing the wireframe for the website and for developing the concept of the films.\n2) Names and bio-briefs of principal technical team (stating relevant experience on similar projects).\n3) Information what elements of the scope of work would be executed in-house, and which elements would be sub-contracted.\n3) Work samples (3 samples in total with a mix of website and film)\n4) Timelines (realistically spelt out keeping in mind the organization’s timeframe)\nContent of Financial Proposal:\nThe applicant is expected to submit\nDetailed budget with relevant break-ups. To the extent possible, the budget should include the budgets for all sub-contractors (as required under the scope of work).\nThe price quote should be submitted on the official letterhead and shall include the cost of all the required processes.
