This policy and procedure seeks to set out a framework incorporating the following key elements \n• Consistency of policy and procedure implementation \n• A systematic but flexible approach \n• Sensitivity to individual circumstances \n1.2 Rental income is the Association’s main source of income. Effective and efficient management of rent and service charge collection is vital to the successful functioning of the Association. Maximising rental income and preventing rent arrears accruing at the earliest opportunity will contribute to ensuring the Association’s viability. \n2.0 Policy Objectives \n2.1 The primary objective of the arrears procedure is to maximise rental income, prevent arrears occurring and enable tenants to remain secure in their accommodation. \n2.2 To achieve these objectives the Association is committed to \n• Making tenants aware of the importance of regular rent payment \n• Early contact with and notification to tenants in arrears \n• Vulnerable tenants being afforded appropriate support \n• Ensuring compliance with legal guidelines and good practice \n2.3 The Association expects that its tenants take responsibility for ensuring rent and service charges are paid regularly, in advance and on time. The Association will promote a rent payment culture and will make it as easy as possible for tenants to pay their rent. \n3.0 Rent and Methods of Payment \n3.1 Rent is due in advance on the Monday of each week and must be paid on time. \n3.2 Tenants who wish to make monthly payments will be required to pay their rent and services charges monthly in advance. \n3.3 The payment of rent and service charges is the sole responsibility of the tenant. Rent can be paid: \n􀂃 By Standing Order from a bank (preferred method) \n􀂃 Via direct payments of Housing Benefit (generally paid four weekly in arrears) . \n􀂃 Pay by card either over the phone or at Head office in person. \n4.0 New Tenants \n4.1 Interview: At the interview stage, the obligation to pay rent and service charges, and the (expected) level of personal charge ineligible for Housing Benefit, will be made clear to the prospective resident. \n4.2 Sign-Up Stage: At sign-up stage new tenants will be advised of the Association’s policy and procedure for rent control, methods of payment, entitlement to benefits and the importance of contacting SIH staff promptly should they encounter any problem in managing their rent account. \n5.0 Management of Arrears \n5.1 Rent is due in advance, either weekly or monthly, depending on individual payment cycle. A tenant who has not paid rent due by close of business on Monday (or the following working day if Monday is a public holiday) is technically in arrears. \n5.2 Any tenant falling into arrears will receive prompt notification from SIH. It is the residents’ responsibility to notify SIH of any changes in their circumstances which could impact on their ability to maintain a clear rent account. \n5.3 Tenants must endeavour to ensure that any delays in the payment of Housing Benefit are kept to a minimum. This includes the prompt provision of information to Housing Benefits Departments when it is requested. \n5.4 Recovery Action \n5.4.1 Early action is essential to ensure the tenant is aware of any arrears, to keep their account up to date and to enable the tenant to deal with any problem before it escalates beyond easy remedy. \n5.4.2 Written records should be kept of actions taken at each stage of the recovery process. \n5.4.3 Standard letters are available to be sent to tenants at key trigger points in the arrears process. \n5.5 At ONE WEEK ARREARS standard letter Rent Arrears Letter 1 should be sent to the tenant, followed by Rent Arrears Letter 1a – Repayment Agreement Confirmation as appropriate. \n5.6 If there is no re","cbCaitxVaWsTkTdj","https://ap.wps.com/l/cbCaitxVaWsTkTdj","pdf",152245,20,"English","# Aims\n## Policy Objectives\n# Rent and Methods of Payment\n# New Tenants\n# Management of Arrears\n## Recovery Action\n## Notice Seeking Possession\n## Court Action","[{\"question\":\"What is the purpose of the rent arrears policy and procedure?\",\"answer\":\"It aims to maximise rental income, prevent arrears, and enable tenants to remain secure in their accommodation through fair and effective recovery actions.\"},{\"question\":\"When is rent considered due, and what are the payment options?\",\"answer\":\"Rent is due in advance on the Monday of each week (or monthly for tenants who choose monthly payments).
