Purpose  \n(a) Describe the purpose of the system.  \nRFMS is used to account for and control appropriated resources and to maintain  \naccounting and financial information associated with the normal overseas operations of  \nU.S. government organizations. The information in this system is used to make authorized payments for goods and services to companies or individuals doing business with the Department of State, to make authorized reimbursement payments to an employee, to prepare IRS-1099 (Miscellaneous Income tax reports) and to account for individual accounts of debts owed to the Department of State or the U.S. Government in accordance with the Debt Collection Improvement Act of 1996.  \nRFMS consists of the following components:  \n• RFMS/M version 7.0.5, a commercial off-the-shelf (COTS) accounting package, Momentum, developed by vendor CGI Federal.  \n• RFMS/D version 4.9, a disbursing package developed in-house to disburse payments in those currencies that are accepted at locations of Embassies, consulates, and missions abroad.  \n• RFMS/C is a centralized solution for post cashiering. It will replace the Cashiering application within Consolidated Overseas Accountability Support Toolbox (COAST) .  \nRFMS also includes the following children:  \n• COAST version 3.5 is an application used for reporting, data encryption, and cashiering. COAST is also used by the post Certifying Officers to perform the final verification and electronically sign the 1166 batch file that is sent to the post's Global Financial Services (GFS) center.  \n• Secure [HTTP Internet File Transfer System](HTTP Internet File Transfer System) (SHIFTS) version 3.5 provides a means for delivering payroll, disbursing, and accounting data files to posts from the CGFS centers in Charleston and Bangkok, or vice-versa, for processing financial and compensation transactions. SHIFTS is hosted at CGFS Charleston, and CGFS Charleston administers a DMZ hosted instance of SHIFTS. SHIFTS provides a secure means for storing, uploading, and downloading files and is a secure path for posting and retrieving data.  \n• Batch Router (BR) version 2.0 is a program that automatically routes incoming batches received from posts and agencies to the appropriate systems (RFMS/M, RFMS/D) . The objective is to validate the incoming batches before RFMS/M or RFMS/D process the files to prevent errors in RFMS system (for example, duplicate file content) that will require GFS considerable effort and time to correct. The Batch Router program checks for file correctness and performs data validation such as content duplication, wrong file format, missing files and the like.  \n• Connect Direct Application (Connect:Direct) version 4.8 is a managed file transfer (MFT) utility that allows for cross-platform communication between mainframe computers and/or other Connect:Direct environments as business requirements dictate.
