GENERAL PROVISIONS\n\n1.  The Agency recognizes that the attainment of a high level of education isimportant to performance in certain positions.However,higher education,may not,in all cases,be a requirement for employment or advancement if acandidate has the ability to perform the duties of the position.In the eventthat a funding source requires verification of education,a transcript (not adiploma)shall be required.  \n2.  The minimum age of employees of the agency shall be at least eighteenyears old.Employees driving MGCAA vehicles should be 25 years of age.Employees who are age 65 or older and are driving MGCAA vehicles mustcomplete the Acord 92(Attachment 4-1)medical statement.Employeesolder than 75 years of age are prohibited from driving agency vehicles.  \n3.  All Head Start Staff are required to have an initial physical examination andTuberculosis skin test while employed with MGCAA.  \na.A physician must perform a physical exam before employment for allHead Start classroom staff and transportation personnel.Submit thecompleted physical to MGCAA on ADMIN Form 37.(Attachment 4-2)  \nb.Each Head Start employee of MGCAA must submit documentation of aTB skin test within the first 14 days of employment,or as soon asfeasible,and a TB skin test or screening every three years thereafter.Aresulting positive TB skin test should be followed by a chest x-ray andtreatment (if chest x-ray shows the presence of active TB).A chest x-rayfor employees with an initial positive reaction to the TB skin test must besubmitted every 3 years.Fees for Tuberculosis skin tests are notreimbursed by MGCAA and are the responsibility of the employee.  \n4.  All positions require I-9 eligibility through National Security 1-9 processes,asidentified through item 8,criminal records check,pre-employment drug test,verification of identity,past employment history and driving records.  \n5.  Certain positions require finger print checks.Standards governing theselection or employment of persons who have criminal records shall beconsidered on an individual basis depending on the crime,the position,andspecific program regulations.  \nWife  \nHusband  \nDaughter  \nSon  \nFather  \nMother  \n6.  Applicants who test positive for illegal drugs willnot be considered foremployment.However,they may re-apply after six months.  \n7.  Persons selected for employment are subject to a driving record check.Standards governing the selection or employment of persons who do nothave a driver's license or who have a poor driving record shall be  \nconsidered on an individual basis depending on the record,the position andthe probability of agency vehicle insurance coverage.  \n8.  The applicant must complete an Employment Eligibility Verification Form(I-  \n9)in order to qualify for employment.MGCAA will verify I-9 information withthe Department of Homeland Security,Social Security Administration.Suchinformation willbe entered into the Georgia new hire reporting system.  \n9.  Preferential consideration willbe afforded present and past employees whohave demonstrated their ability to meet the requirements of a new positionand who have availed themselves of training and experience opportunities.Head Start parents will receive preferential treatment for jobs as non-professionals in Head Start  \n10.All information on the resume'and/or application for employment is subjectto verification.Errors,omissions,or misstatements may be cause to rejectthe applicant from the applicant pool.  \n11.A member of an employee's immediate family willbe considered foremployment by the Agency,provided the applicant possesses all thequalifications for employment.An immediate family member may not behired,however if such employment would:  \na.
