A competitive solicitation was advertised for these services; however, a competitive bid waiver and rejection of proposals are being recommended in the best interest of the County in order to award the best offer received. \nCovered groups in the Program, which vary by plan, include Miami-Dade County employees, Commissioners, retirees under and over the age of 65, Industrial Development Authority current employees, as well as current and retired judges. Additionally, the County anticipates the covered groups will include employees and members of the newly established Constitutional Offices (Clerk of the Court and Comptroller, Miami-Dade Sheriff’s Office, Office of the Property Appraiser, Office of the Supervisor of Elections, and Office of the Tax Collector) that have agreed to have Miami-Dade County manage certain employee benefits on their behalf. These services are crucial for ensuring that County employees have access to healthcare insurance. \nRecommendation \nIt is recommended that the Board of County Commissioners (Board) reject all proposals received in response to the competitive solicitation and waive competitive bidding procedures pursuant to Section 5.03(D) of the Home Rule Charter and Section 2-8. 1(b)(1) of the Miami-Dade County Code (Code), by a two-thirds vote of the Board members present, and award a non-competitive bid waiver contract, Contract No. EVN0004282, Self-Funded Employee Group Healthcare Program, to Aetna in the amount of $77,676,808 for a five-year term, with one, two-year option to renew for PIOD. This contract will replace RFP-00196 approved by the Board via Resolution No. R-622-16 on July 16, 2016. \nBackground \nA Request for Proposals was issued under full and open competition on January 31, 2025. On the closing date of March 24, 2025, the County received four proposals, including one from a local firm. Upon review of the proposals, staff identified potential responsiveness issues ","cbCaidnwNOy2Grgo","https://ap.wps.com/l/cbCaidnwNOy2Grgo","pdf",5038340,2,182,"English","en",105,"# Summary\n## Recommendation\n## Background","[{\"question\":\"What action is being recommended for the Board of County Commissioners?\",\"answer\":\"The recommendation calls for rejecting all proposals received under the competitive solicitation, waiving competitive bidding procedures, and awarding a non-competitive bid waiver contract for the Self-Funded Employee Group Healthcare Program.\"},{\"question\":\"Which company is recommended to receive the bid waiver contract and for what term?\",\"answer\":\"Aetna Life Insurance Company is recommended for a five-year term, with one two-year option to renew, for the Department of People and Internal Operations.\"},{\"question\":\"Why were some proposals considered non-responsive?\",\"answer\":\"The document states that two proposers suffered from the same material variance and failed to submit required cost information, including Administrative Services Only fees, as required by the solicitation.\"}]","Recommendation to Award a Non-Competitive Employee Group Healthcare Program - Bid Waiver Contract for Self-Funded | PDF",1789257230,64,{"code":4,"msg":77,"data":78},"ok",{"site_id":70,"language":69,"slug":79,"title":59,"keywords":80,"description":60,"schema_data":81,"social_meta":136,"head_meta":138,"extra_data":140,"updated_unix":141},"recommendation-to-award-a-non-competitive-employee-group-healthcare-program-bid-waiver-contract-for-self-funded","",{"@graph":82,"@context":135},[83,98,118],{"@type":84,"itemListElement":85},"BreadcrumbList",[86,90,92,95],{"item":87,"name":88,"@type":89,"position":9},"https://docshare.wps.com","Home","ListItem",{"item":91,"name":10,"@type":89,"position":66},"https://docshare.wps.com/template/",{"item":93,"name":21,"@type":89,"position":94},"https://docshare.wps.com/template/invoices/",3,{"item":96,"name":59,"@type":89,"position":97},"https://docshare.wps.com/template/recommendation-to-award-a-non-competitive-employee-group-healthcare-program-bid-waiver-contract-for-self-funded/251108/",4,{"url":96,"name":59,"@type":99,"image":100,"author":105,"headline":59,"publisher":107,"fileFormat":110,"inLanguage":69,"description":60,"dateModified":111,"datePublished":112,"encodingFormat":110,"isAccessibleForFree":113,"interactionStatistic":114},"DigitalDocument",{"url":101,"@type":102,"width":103,"height":104},"https://docshare.wps.com/thumbnails/recommendation-to-award-a-non-competitive-employee-group-healthcare-program-bid-waiver-contract-for-self-funded/251108.png","ImageObject",442,249,{"name":57,"@type":106},"Person",{"url":87,"name":108,"@type":109},"DocShare","Organization","application/pdf","2026-10-16","2026-09-12",true,{"@type":115,"interactionType":116,"userInteractionCount":66},"InteractionCounter",{"@type":117},"ViewAction",{"@type":119,"mainEntity":120},"FAQPage",[121,127,131],{"name":122,"@type":123,"acceptedAnswer":124},"What action is being recommended for the Board of County Commissioners?","Question",{"text":125,"@type":126},"The recommendation calls for rejecting all proposals received under the competitive solicitation, waiving competitive bidding procedures, and awarding a non-competitive bid waiver contract for the Self-Funded Employee Group Healthcare Program.","Answer",{"name":128,"@type":123,"acceptedAnswer":129},"Which company is recommended to receive the bid waiver contract and for what term?",{"text":130,"@type":126},"Aetna Life Insurance Company is recommended for a five-year term, with one two-year option to renew, for the Department of People and Internal Operations.",{"name":132,"@type":123,"acceptedAnswer":133},"Why were some proposals considered non-responsive?",{"text":134,"@type":126},"The document states that two proposers suffered from the same material variance and failed to submit required cost information, including Administrative Services Only fees, as required by the solicitation.","https://schema.org",{"og:url":96,"og:type":137,"og:title":59,"og:site_name":108,"og:description":60},"article",{"robots":139,"canonical":96},"index,follow",{"doc_id":55,"site_id":70},1792167989]
