A myriad of details must be considered in planning how to coordinate all these activities, in developing a realistic schedule, and then in monitoring the progress of the project. \nFortunately, two closely related operations research techniques, PERT (program evaluation and review technique) and CPM (critical path method), are available to assist the project manager in carrying out these responsibilities. These techniques make heavy use of networks (as introduced in the preceding chapter) to help plan and display the coordination of all the activities. They also normally use a software package to deal with all the data needed to develop schedule information and then to monitor the progress of the project. Project management software, such as MS Project in your OR Courseware, now is widely available for these purposes. \nPERT and CPM have been used for a variety of projects, including the following types. \n1. Construction of a new plant \n2. Research and development of a new product \n3. NASA space exploration projects \n4. Movie productions \n5. Building a ship \n6. Government-sponsored projects for developing a new weapons system \n7. Relocation of a major facility \n8. Maintenance of a nuclear reactor \n9. Installation of a management information system \n10. Conducting an advertising campaign \nPERT and CPM were independently developed in the late 1950s. Ever since, they have been among the most widely used OR techniques. \nThe original versions of PERT and CPM had some important differences, as we will point out later in the chapter. However, they also had a great deal in common, and the two techniques have gradually merged further over the years. In fact, today’s software packages often include all the important options from both original versions. \n22-1 \nhil61217_ch22 .qxd 4/29/04 05:58 PM Page 22-2 \n22-2 CHAPTER 22 PROJECT MANAGEMENT WITH PERT/CPM \nConsequently, practitioners now commonly use the two names interchangeably, or combine them into the single acronym PERT/CPM, as we often will do. We will make the distinction between them only when we are describing an option that was unique to one of the original versions. \nSection 9.8 has presented one of the key techniques of PERT/CPM, namely, a network model for optimizing a project’s time-cost trade-off. For the sake of having a complete, self-contained chapter on project management with PERT/CPM, we will present this technique again in Sec. 22.5. \nThe next section introduces a prototype example that will carry through the chapter to illustrate the various options for analyzing projects provided by PERT/CPM. \n■ 22.1 \nA PROTOTYPE EXAMPLE—THE RELIABLE CONSTRUCTION CO . PROJECT \nThe RELIABLE CONSTRUCTION COMPANY has just made the winning bid of $5.4 million to construct a new plant for a major manufacturer. The manufacturer needs the plant to go into operation within a year. Therefore, the contract incudes the following provisions: \n• A penalty of $300,000 if Reliable has not completed construction by the deadline 47 weeks from now. \n• To provide additional incentive for speedy construction, a bonus of $150,000 will be paid to Reliable if the plant is completed within 40 weeks. \nReliable is assigning its best construction manager, David Perty, to this project to help ensure that it stays on schedule. He looks forward to the challenge of bringing the project in on schedule, and perhaps even finishing early. However, since he is doubtful that it will be feasible to finish within 40 weeks without incurring excessive costs, he has decided to focus his initial planning on meeting the deadline of 47 weeks. \nMr. Perty will need to arrange for a number of crews to perform the various","cbCairHIPxtLm9se","https://ap.wps.com/l/cbCairHIPxtLm9se","pdf",653073,54,"English","# 22-1\n## One of the most challenging jobs that any manager can take on is the management of a large-scale project\n# 22.1\n## A prototype example—The Reliable Construction Co.
