This greatly improves the effectiveness and speed of recovery operations and contributes to a more resilient outcome. \nThis effort should involve a planning team represented by members of local government, the community’s long-term recovery group, community/voluntary organizations active in disaster, the private sector, other recovery partners, and the whole community. Developing relationships with and involving all stakeholders, including those from other mission areas, such as response and mitigation, helps to ensure a coordinated and comprehensive planning process and unified decision-making and, ultimately, to help each sector of the community take pre-and post-disaster actions that significantly reduce future disaster impacts. \nBefore beginning pre-disaster recovery planning process, we recommend that all planning team members have a basic understanding of disaster recovery and the planning process. There are many recovery training courses available through the Texas Emergency Management Preparedness website ( [preparingtexas.org](preparingtexas.org)) . The Texas A&M Engineering Extension Service in particular has a good, high-level Disaster Recovery Awareness training online at \n[https://teex.org/Pages/Class.aspx?course=DMP370&courseTitle=Disaster%20Rec](https://teex.org/Pages/Class.aspx?course=DMP370&courseTitle=Disaster%20Rec)[overy%20Awareness](overy%20Awareness.)[.](overy%20Awareness.) \nThis document is a template that was developed by recovery subject matter experts representing different jurisdictions at different levels of government in the state of Texas, as well as experts from other supporting organizations.
