Business Oregon supports ports’economic development efforts by way of technical assistance, intergovernmental coordination and responsible investment (ORS 285A.600-627) . The Port Planning and Marketing Fund is an example of this partnership (ORS 285A.654-660; OAR Chapter 123, Division 025) . \nThe Port Planning and Marketing Fund is a grant program administered by Business Oregon: \n• Eligible applicants include any Oregon port district formed under state law (ORS Chapters 777-778) . \n• Eligible expenses include: \n• strategic business planning \n• a planning or marketing project necessary for improving the port’s ability to carry out its authorized functions or activities related to trade and commerce \n• purchase of goods or services to assist a port in implementing a planning or marketing project \n• Grants are capped at $50,000 or 75 percent of the total project cost, whichever is less. \n• Grant applications to develop or update strategic business plans will be given the highest priority. \n• Ports must have a current strategic business plan to be eligible for funding for other planning and marketing projects. \n• Other high priority projects include: regional or cooperative projects that benefit more than one port; projects that leverage other marketing and development efforts by the state or other government units; projects leading to economic diversification, development of a new or emerging industry or redevelopment of existing public facilities; and immediate job or revenue creation projects. \n• Applications are accepted year-round. \nAbout Strategic Business Plans \nThe process of creating and maintaining a strategic business plan provides ports the opportunity to engage with staff and stakeholders in a thoughtful, collaborative manner and helps leadership establish goals, prioritize initiatives and allocate limited resources. Planning is especially important because of ports’ dual mission wherein port districts are responsible for a variety of complex business models (e.g. marine cargo and transportation, rail, aviation, industrial lands, tourism and recreation, etc. ), yet administratively function as a local government. Strategic business planning allows ports to define port needs (e.g. infrastructure, equipment, administration, regulation, governance, etc. ), their relationship to state interests and possible markets for pursuit so that the statewide port system best serves Oregonians. \nFor over ten years, development of port strategic business plans has been guided by the agency-adopted New Strategic Business Plan for Oregon’s Statewide Port System (a strategic business plan template for ports begins on page 117) . Ports are required to review and update their strategic business plan every 5 years by Intergovernmental Agreement and every 10 years by state law (ORS 285A.660; OAR 123-025-0016) . Most ports view their plan as a living document. Growing infrastructure needs, advancing technology, evolving workforces, fluctuating budgets and adaptations in light of climate change and Covid-19 mean Oregon is transforming. Port districts need discretion and flexibility to review plans, reset goals, evaluate core systems and reaffirm strategy on a regular basis. \nPort Planning and Marketing Fund Process \nStrategic Business Plans \nOnboarding Applications: \n• Ports may contact their Regional Development Officer to learn more about the Port Planning and Marketing Fund, discuss their interest and receive assistance in completing an Intake Form. \n• The Regional Development Officer will present the Form to Business Oregon staff internally, including the Ports Program Policy Coordinator, Regional Project Manager, Public Finance Officers and management. \n• After initial review, the Regional Project Manager may invite the port to complete an Application ","cbCaiiL3KIJ94a2F","https://ap.wps.com/l/cbCaiiL3KIJ94a2F","pdf",123873,"English","# About the Port Planning and Marketing Fund\n## Eligible applicants and expenses\n## Funding caps and application priorities\n## About Strategic Business Plans\n# Port Planning and Marketing Fund Process\n## Onboarding applications\n## Application review and award\n## Strategic business plan development\n## Strategic business plan review and approval","[{\"question\":\"What organizations are eligible to apply for the Port Planning and Marketing Fund?\",\"answer\":\"Any Oregon port district formed under state law is eligible to apply.\"},{\"question\":\"Which costs can be funded under the Port Planning and Marketing Fund?\",\"answer\":\"Eligible expenses include strategic business planning, planning or marketing projects that improve the port’s authorized functions related to trade and commerce, and purchases of goods or services to implement such projects.\"},{\"question\":\"Why are strategic business plans required for ongoing funding?\",\"answer\":\"Ports must have a current strategic business plan to qualify for funding for other planning and marketing projects.\"}]","Port Planning and Marketing Fund Guide - Grant Program | PDF",1789240681]
