Ohio Department of Job and Family Services (ODJFS) launched the Meaningful Employment for Medicaid Enrollees (MEME) Program to identify employment barriers and connect working-age Medicaid expansion enrollees with support to alleviate those challenges ahead of Ohio’s Work and Community Engagement Requirements. 1 Before considering statewide expansion or other options, ODMand ODJFS piloted MEME in a small set of counties from April-September 2025 . This pilot phase, referred to as “MEME Pilot 1.0” was designed to gather stakeholder feedback, incorporate other states’ leading practices, and use data insights to refine the program’s strategy and operations.
