Tobias, Chief Executive Officer
Date: November 5, 2024
Subject: Agenda Item 4(a) : Position Analysis and Equity Review for Executive Administrative Team – Action Item
The Executive Administration Team has been working closely with Human Resources to revise job descriptions to provide fair and equitable compensation for all staff members in order to retain high-performing staff in Chief and Director positions. In collaboration with Human Resources, the Chiefs and Director’s jobs descriptions underwent a review through the CompEase salary grading tool to ensure positions are paid competitive market wages.
By using CompEase, fair and equitable compensation for all Chief and Director positions has been established. The goal of utilizing CompEase is to ensure that wages are in line with the market, which will allow for the retention of our highly performing staff and the recruitment of experienced talent into the agency. The adjustments will enhance our program’s ability to meet the evolving needs of our community.
The position of Director of Human Resources includes a title change to Chief Human Resources Officer to better reflect the responsibility and roles the position holds in the agency. The job description for Chief Executive Officer (CEO) was updated and reviewed through the Board Chair. Also, the salary grade 18 for the CEO position is being automatically tied to the limits prescribed in the Head Start guidelines and federal requirements, limiting the maximum wages paid to the CEO to Federal Executive Pay Schedule Level II.
Summary of Proposed Changes
Below is a description of the proposed position changes and fiscal sustainability:

| Position Title | Proposed Changes | Current Grade | Proposed Grade |
| --- | --- | --- | --- |
| Chief Business
Development Officer | Grade and responsibilities changes. | 16
Min: $65.96
Mid: $82.43
Max: $98.93 | 17
Min: $65.94
Mid: $82.43
Max: $98.92 |

| Chief Executive Officer | Grade and responsibilities changes. | 17
Min: $75.85
Mid: $94.81
Max: $106.68 | 18
Min: $76.82
Mid: $96.02
Max: $106.68 |
| --- | --- | --- | --- |
| Chief Facilities and Technology Officer | Grade and responsibilities changes. | 16
Min: $65.96
Mid: $82.43
Max: $98.93 | 17
Min: $65.94
Mid: $82.43
Max: $98.92 |","cbCairCR24CgZTRX","https://ap.wps.com/l/cbCairCR24CgZTRX","pdf",17341534,114,"English","# Personnel Committee Agenda
## New Business
## Committee Member Comments
## Next Scheduled Meeting","[{"question":"What is the main purpose of the November 5, 2024 Personnel Committee agenda?","answer":"To present and consider new business items, including position analysis and equity reviews for executive and program leadership, along with related updates to job descriptions and proposed salary grades."},{"question":"How are compensation changes determined in the proposal?","answer":"CompEase salary grading and review are used in collaboration with Human Resources to ensure positions are paid competitive market wages with fair and equitable compensation."},{"question":"What special wage limitation applies to the CEO position?","answer":"The CEO salary grade is automatically tied to limits in the Head Start guidelines and federal requirements, capping maximum wages at Federal Executive Pay Schedule Level II."}]","Personnel Committee Agenda - November 5, 2024 - Position Analysis and Equity Review for Executive Leadership - Action Item | PDF",1789322078]
