|\n\nPurpose of Report \nThis report advises you on the major features of the Performance Plans that Cabinet has commissioned, and it sets out next steps in the development of the Education Plan. \nSummary \n1. Performance Plans will give effect to Cabinet’s intention to have a better plan for spending over the medium-term. \n2. The Minister of Education is the Responsible Minister for the Ministry’s Performance Plan, spanning both Vote Education and Vote Tertiary Education. \n3. We propose taking a portfolio approach to the Performance Plan, so that agencies and Vote Tertiary can be viewed separately, but this is not yet agreed with Treasury. \n4. The first component of the plan to be due is on Cost Pressures, due at Treasury on 12 September. At that stage, the Ministry is required to submit our initial advice on Cost Pressures and potential reprioritisation, and to complete a progress questionnaire. \n5. The initial Performance Plan must be uploaded by 7 November, and it must be finalised by June 2025. \nCabinet wants a better plan for spending over the medium term \n1. Cabinet wants a better plan for spending over the medium term, to support ongoing Budget planning, assessment and decision making, and is introducing Performance Plans to support this objective. \n2. At a high-level, a Performance Plan must provide a plan for the department to deliver within set baselines with the associated risks and trade-offs, and explain the value and performance delivered by the department (CO 24 04) . \n3. Performance Plans will give effect to Cabinet’s intention to have a better plan for spending over the medium-term by: \na. providing assurance to Ministers that each department has a plan in place to deliver within set baselines, subject to Ministerial comfort with associated tradeoffs (supports fiscal sustainability); and \nb. transparently and systematically surfacing financial sustainability, department performance and delivery risks to Ministers, identifying levers available to address these, and confirming the ongoing approach to managing them (active management and department performance) . \n4. A Performance Plan must therefore provide information about the department’s: \n• purpose and resources, e.g. strategy, spend, income \n• impact, e.g. how the department is currently delivering value and plans to sustain or improve this in the future, and \n• drivers of cost pressures and other risks to deliver its strategy within baselines, including a plan to manage these. \n5. The Cabinet Expenditure and Regulatory Review Committee (EXP) will periodically scrutinise Performance Plans, which have three distinct stages of development: \n• the draft plan must be ready for CFISnet upload by 17 October \n• the initial plan must be signed off by Minister Stanford by 7 November \n• the final Performance Plan is due in June 2025. \nResponsible Minister and a possible portfolio approach \n6. The Education Performance Plan must span everything within the Chief Executive’s responsibility , covering both Vote Education and Vote Tertiary Education, and: \na. including the agencies the Ministry monitors (TEC, NZQA, Education New Zealand, Education Payroll Limited and Network For Learning), but \nb. excluding Departmental Agencies , so the Charter Schools Agency must do its own plan. \n7. As the Responsible Minister for the Ministry of Education, Minister Stanford will need to sign off on the Per","cbCaiglQwZHF8dkG","https://ap.wps.com/l/cbCaiglQwZHF8dkG","pdf",3084549,"English","# Purpose of Report\n# Summary\n# Cabinet wants a better plan for spending over the medium term\n# Responsible Minister and a possible portfolio approach\n# Performance Plans and Budget 2025","[{\"question\":\"What is the purpose of this report?\",\"answer\":\"The report advises on the major features of the commissioned Performance Plans and sets out next steps for developing the Education Plan.\"},{\"question\":\"How do Performance Plans support Cabinet’s medium-term spending objective?\",\"answer\":\"They provide assurance on delivering within set baselines and transparently surface financial sustainability, performance, and delivery risks along with available levers.\"},{\"question\":\"What key dates and stages are involved in developing the Performance Plan?\",\"answer\":\"The draft plan is due for CFISnet upload by 17 October, the initial plan must be signed off by Minister Stanford by 7 November, and the final Performance Plan is due in June 2025.\"}]","Performance Plans - a brief introduction | PDF",1790100442,6]
