Establishment and Discontinuation of Service \nAt the time of application for water service, the applicant shall be required to provide their contact information. Valid photo identification may be required. For tenants, a lease agreement may be required. Applicants may be required to pay a deposit prior to starting service. See Section 2.4 for deposit requirements. \nThe district may require that an account where a single meter serves multiple tenants be held in the property owner’s name. \nIf a property has a history of unpaid closing bill balances, the district may require that the water service account be held in the property owner’s name except as otherwise required bylaw. \nIt is the responsibility of the account holder to notify the district of a request to discontinue service prior to the requested closing date. If the district does not receive a discontinuation request form the account holder, the account holder remains responsible for any water use and any associated charges and fees until the account is closed. \nB. Normal Billing Procedure \n1. Each water account shall be billed bimonthly. \n2. Accounts are delinquent 21 calendar days after the bill date. \n3. Delinquent accounts shall have a late payment charge added, as shown in Section 2. 12, and a past due notice will be mailed. If a customer has not been late within their two-year payment history, the penalty will automatically be waived. \n4. Any customer unable to pay for water service within the normal payment period may request an extension or payment arrangement to avoid disruption of service by contacting \ncustomer service prior to the disconnect. The district will consider all circumstances surrounding the request and will make a determination as to whether the payment arrangement is warranted. \n5. If a past due notice does not result in a payment and the customer is not under a payment arrangement agreement with the district, steps outlined in Section 2.5 shall be followed. \nC. Closing Bill Procedure \n1. Whenever a customer closes an account, a final reading will be taken and a closing bill rendered. \n2. For amounts due on closing bills beyond 21 calendar days, a letter will be sent to the customer as a final reminder of the amount past due. At this time the customer will also be notified that additional collection steps will be taken if the district does not receive payment. \n1. Unpaid balances from a customer may be added to other accounts of the same customer. Such charges shall become part of the customer’s active account and shall be subject to Section 2.5 if the balance remains unpaid. \nD.
