Purpose  \nTo document OCWA’s Quality & Environmental Management System (QEMS) . This Operational Plan defines and documents the QEMS for the Union Water Supply System operated by the Ontario Clean Water Agency (OCWA) . It sets out the OCWA’s policies and procedures with respect to quality and environmental management in accordance with the requirements of Ontario’s Drinking Water Quality Management Standard (DWQMS) .  \n2. Definitions  \nDrinking Water Quality Management Standard (DWQMS)– has the same meaning as Quality Management Standard for Drinking Water Systems approved under section 21 of the Safe Drinking Water Act (SDWA) .  \nOperational Plan – means the operational plan required by the Director’s Direction.  \nQuality & Environmental Management System (QEMS)– a system to:  \na) Establish policy and objectives, and to achieve those objectives; and  \nb) Direct and control an organization with regard to quality.  \nMinistry-means the Ontario government ministry responsible for the administration of the SDWA.  \n3. Procedure  \n3.1 The Union Water Supply System is owned by Union Water Supply System Inc. , which is a Joint Municipal Services Corporation, created under Ontario Regulation 599/06 , by the shareholder municipalities of Leamington, Kingsville, Essex, and Lakeshore. OCWA is the contracted Operating Authority for the Union Water Supply System.  \n3.2 OCWA’s Quality & Environmental Management System (QEMS) is structured and documented with the purpose of:  \n1.
