This contract is a 3-year agreement to modernize and standardize procurement functions across the City. \nThe OpenGov solution will centralize the City's purchasing process, create more competition, and mitigate risk with approved templates and contracts. OpenGov is an end-to-end procurement solution that includes the following modules: solicitation development, supplier engagement, evaluation and awards, and contract management. \n􀁸 Transform Solicitation Development \n􀁸 Engage More Vendors in a Modern World \n􀁸 Fair and Transparent Evaluations \n􀁸 Automate Contract Management \nFISCAL IMPACT \nThe City will submit a one-time fee of $19,695 for organized and successful deployment with professional services. The annual subscription cost for year one is $16,593 .00, for year two is $17,422, and for year three is $18,293 . OpenGov will build out standardized templates for solicitations like RFPs, ITBs, and standard contracts, implement a public bidding portal accessible at no cost to vendors, and train both admin users and end users on how to use the software. Funding is available in the IT departmental budget this year and is available in the 2023/2024 budget as presented. \nRECOMMENDATION \nApproval \nBACKGROUND \nCurrently, the City’s procurement process is decentralized, with manual work and advertisements in the newspaper and on the City website. With a solution in place, our departments will have structure, save time, and attract new vendors to work with the City. OpenGov was founded in 2012, only works with the public sector, has over 500 years of government experience on staff, and works with over 1,900 agencies across the country. \nAs OpenGov is a cloud-based service, it has a different pricing model than most other City software. The benefits of this are that OpenGov maintains the platform for software updates and security fixes, as well as providing the hardware and infrastructure to deliver the service. They have an unlimited user model to encourage adoption citywide and additional training is included post-deployment at no additional cost. \nATTACHMENTS \nResolution R23-0144 \nContract \nRESOLUTION NO.
