These include Presidential proclamations and Executive Orders, Federal agency documents having general applicability and legal effect, documents required to be published by act of Congress, and other Federal agency documents of public interest.  \nDocuments are on file for public inspection in the Office of the Federal Register the day before they are published, unless the issuing agency requests earlier filing. The seal of the National Archives and Records Administration authenticates the Federal Register as the official serial publication established under the Federal Register Act.
