The Los Angeles Regional Water Quality Control Board ( Los Angeles Water Board) is the state regulatory agency responsible for protecting water quality in Los Angeles and Ventura Counties. \n1 The Industrial General Permit can be downloaded from the State Water Resources Control Board website at: \n[https://www.waterboards.ca.gov/water_issues/programs/stormwater/igp_20140057dwq](https://www.waterboards.ca.gov/water_issues/programs/stormwater/igp_20140057dwq). shtml \nChiquita Canyon Landfill (Permittee) operates an industrial facility located at 29201 Henry Mayo Drive , in Castaic, an unincorporated community in Los Angeles County, (WDID No. 4 19I022488) that is regulated under the Industrial General Permit. The industrial activities at Chiquita Canyon Landfill consist of refuse systems and landfill operations. These activities are classified under Standard Industrial Classification (SIC) code 4953 – Refuse Systems. \nOn January 21, 2010, the Permittee signed a Notice of Intent (NOI) to be enrolled under the Industrial General Permit. In signing the NOI, the Permittee certified to the State of California that they have read the Industrial General Permit and will comply with all its requirements. As specified in the Industrial General Permit, the Permittee is required to develop a Storm Water Pollution Prevention Plan (SWPPP), in which the Permittee must identify potential sources of pollution and describe specific best management practices (BMPs) that shall be implemented to eliminate or reduce stormwater pollution from the facility. Also, the Industrial General Permit requires the Permittee to develop a Monitoring Implementation Plan (MIP) and include it in the SWPPP to ensure monitoring and elimination of the discharge of pollutants into stormwater from the facility. \nOn January 29 , 2024 , Sean Lee , Los Angeles Water Board Staff (Staff) was granted access and authorization by Nicole Ward (Assistant District Manager) to inspect and take photographs of the facility. Nicole Ward guided Staff throughout the facility inspection. BMP violations were observed during the inspection (Photographs 1-5), which were discussed with Nicole Ward. \nOn February 20, 2024, Staff and other Los Angeles Water Board Staff (Lesley Walther and Doug Cross), were granted access and authorization by Nicole Ward (Assistant District Manager) to inspect and take photographs of the facility and collect effluent discharge samples. Nicole Ward guided all Staff throughout the facility inspection. \nBased on Staff’s inspection of the facility on January 29, 2","cbCaiuGJ87WFZLWv","https://ap.wps.com/l/cbCaiuGJ87WFZLWv","pdf",2393705,13,"English","# Notice of Violation\n## Permit background and regulatory framework\n## Facility enrollment, SWPPP and MIP requirements\n## Inspections and evidence review\n## Discharge prohibition violations","[{\"question\":\"What permit program and scope regulate the facility’s stormwater discharges?\",\"answer\":\"The letter states the NPDES General Permit for Storm Water Discharges Associated with Industrial Activities applies to stormwater runoff that discharges to surface water or to a storm sewer flowing to surface water.\"},{\"question\":\"What stormwater compliance plans are required under the Industrial General Permit?\",\"answer\":\"The Permittee must develop a Storm Water Pollution Prevention Plan (SWPPP) and a Monitoring Implementation Plan (MIP), with the MIP included in the SWPPP to ensure monitoring and elimination of pollutant discharges into stormwater.\"},{\"question\":\"What evidence led to the Discharge Prohibition violations?\",\"answer\":\"The violations are based on sampling results showing TSS and other pollutants exceeding effluent limitation guidelines and numeric action levels, along with inspections, record review in SMARTS, and severe storm events indicating leachate commingling with stormwater runoff.\"}]","NOTICE OF VIOLATION - DISCHARGE PROHIBITIONS AND FAILURE TO DEVELOP A COMPLETE STORM WATER POLLUTION PREVENTION PLAN AND IMPLEMENT BEST MANAGEMENT PRACTICES - CHIQUITA CANYON LANDFILL, 29201 HENRY MAYO DRIVE, CASTAIC, CALIFORNIA (WDID NO. 4 19I022488) | PDF",1789567631]
