The NTHSSA engaged MNP to conduct a Heath and Social Services System (HSS) Operational Review to better understand two specific areas: \n• Whether the HSS system’s management structures are appropriately sized, funded and organized for the scale of services it is required to manage. \n• Whether the HSS system’s non-clinical support services structures are appropriately sized, funded and organized for the scale of services required in the territory and further to understand how these services are or are not aligned with Canadian leading practice. \no Consideration was given to whether there are overlaps in accountability and responsibility amongst and between the Department of Health and Social Services (DHSS) and other Government of the Northwest Territories departments, and the NTHSSA and other Authorities. \no Non-clinical supports include, but are not limited to Finance, Human Resources, Information and Health Technology, Health Privacy, Patient Relations / Client Experience, and Communications. \nThe implementation of the NTHSSA has resulted in many improvements to program and service delivery. However, MNP identified in the Operational Review that many challenges exist for the NTHSSA finance and HR functions, and there was a need to conduct more detailed process mapping and analysis to better understand inefficiencies and process challenges to inform the development of more granular recommendations for the Operational Review related to proper size and structure for the Finance and HR functions (Category A) . In addition, additional research was required to better understand potential areas of duplication, overlap or gaps for other key non-clinical support functions (Category B) in the NTHSSA as well. \nThe following report articulates the findings and recommendations from the Sustainability Operational Review and Business Process Review for the human resource function, finance functions, and other nonclinical functions important to the operations of the NTHSSA. These have been summarized in the table below. The report also contains key actions required, financial considerations, and anticipated timing for all recommendations. Detailed implementation roadmaps have also been created for the Category A HR recommendations. Implementation roadmaps were not created for the Category A Finance recommendations due to data limitations and were not created for Category B recommendations as this was not required under the Statement of Work. \nThis report incorporates the feedback provided and includes the refined process maps and a written description of each Category A process, the findings from the process mapping sessions including a description of roles and responsibilities and issues and challenges, and recommendations for \nimprovement. The findings for the Category A functions were informed by stakeholder feedback received through process mapping sessions conducted in September through November 2022, and do not reflect changes made to these processes since that time. \nThis report also incorporates the feedback provided to MNP with respect to the Category B functions. The findings and recommendations for the Category B functions were informed by stakeholder feedback collected through interviews conducted in January through April 2023, and do not reflect changes made ","cbCaimxkuXSeRL0A","https://ap.wps.com/l/cbCaimxkuXSeRL0A","pdf",10895889,440,"English","# Executive Summary\n## Review Scope and Objectives\n## Category A and Category B Findings\n## Consolidated Conclusions and Recommendations\n### Category A: Finance\n### Category A: Accounts Payable\n### Category A: Accounts Payable Shared Services\n### Category A: Accounts Payable VISA\n### Category A: Accounts Receivable","[{\"question\":\"What was the purpose of the HSS Operational Review and Process Mapping?\",\"answer\":\"To determine whether the HSS management and non-clinical support structures are appropriately sized, funded, and organized for the territory’s service scale, and to assess alignment with leading Canadian practices.\"},{\"question\":\"How does the report structure recommendations across Category A and Category B?\",\"answer\":\"Category A covers HR and finance functions, supported by refined process maps and written descriptions of each process.
