Its members are appointed by the Minister of Health through the public appointments process.\nThe primary function of the Committee is to provide independent ethical review of health research and innovative practice in order to safeguard the rights, health and wellbeing of consumers and research participants and, in particular, those persons with diminished autonomy.\nThe Committee is required by its \u0013 HYPERLINK \"http://www.ethicscommittees.health.govt.nz/moh.nsf/indexcm/ethics-about-central\" \\l \"tor\" \u0014Terms of Reference\u0015 to submit an Annual Report to the Minister of Health.
