The structure of this template models the project record format in Pathways, ARC’s Grant Management System, to allow applicants to easily and accurately transfer hardcopy data into applicable fields while uploading and tagging supporting documents as appropriate. Make sure to use plain text only (Pathways does not support RTF/specialized formatting) and label each section with the correct heading and subheading and that the information you provide is clear, concise, and complete (HEADINGS, mirror the tabs you will find in Pathways; s ubheadi ngs , mirror individual response fields). \nDouble check for consistency across all forms, fields, or documents and follow the submission process as required by your state’s ARC program office. \n*If using a word version of this template, applicants may delete the italicized instruction and any other reference point or example and replace them with individual responses. Otherwise use the hard copy template as a guide and craft responses on a separate document. There is only one field which has a maximum word count in Pathways – that is the Project Description field in the narrative section with a maximum of 400 words. Applicants are encouraged to concise as possible in all responses. \nNOTE: There is basic project and applicant information that will need to be included in an application package upon submission to a state program office and/or ARC. This includes information such as the name of the lead applicant, lead applicant organization/organization type, project title, EIN/TIN, UEI, congressional district, primary contact name and contact information, as well as the name and contact information of the authorized representative. These fields have been left off this template to avoid duplicity or redundancy with other required application forms such asthe one noted below. \nUnless otherwise directed by their State Program Manager, applicants may use ARC’s Application for Federal Financial Assistance (AFFA) form to collect this information and submit to state programs as applicable. \nPRE-APPLICATION REQUIREMENT: Applicants must be fully registered in The System for Award Management (SAM) and have an active Unique Entity Identifier (UEI). Registrations need to be renewed every year; any lapse may result in deactivation which may take months to remedy. See [https://sam.gov/content/duns-uei](https://sam.gov/content/duns-uei) for more information. \nPROJECT INFO \nExecutive Summary/Project Snapshot \nThis section serves as an executive summary of your project, providing ARC with some basic information as well as a high-level snapshot of what your project entails. Responses to Project Purpose, Project Summary, Strategic Rationale and Collaborative Partnerships Summaries, and Project Sustainability and Capacity, should summarize the longer and more detailed information required in the narrative. \nPlanning or Implementation Project? Indicate if this project is a planning or implementation project. \nGeographic Scope: List the State(s) and County(ies) that are impacted by the project and include their economic status designations. *This may already be included in an application form if required as part of your state submission process. \nProject Purpose: Summarize the purpose of this project (1-2 sentences) \nProject Summary: Summarize the major activities to be conducted. The description should address who, what, where, when, and how for each major activity (1-2 paragraphs). \nStrategic Rationale Summary: Summarize the problems and/or opportunities the project will address, explain the critical circumstances that compel the project to be funded by ARC, and describe how the project supports a regional strategy or plan (1 paragraph). \nCollaborative Partnerships Summary: Summarize the local, regional and/o","cbCaid2JCm4Jr0W5","https://ap.wps.com/l/cbCaid2JCm4Jr0W5","pdf",287035,"English","# Instructions\n## Document usage and formatting requirements\n## Submission consistency and process notes\n# Project Information\n## Executive Summary / Project Snapshot\n## Planning or Implementation Project\n## Geographic Scope\n## Project Purpose\n## Project Summary\n## Strategic Rationale Summary\n## Collaborative Partnerships Summary\n## Project Sustainability and Capacity\n## Broadband project and Access to Capital flags\n## Project Start Date and Project End Date\n# Applicant Information\n## Organizational EO 12372 review\n## Organizational delinquent status\n## Organizational capacity\n## Partnerships","[{\"question\":\"What is the purpose of this non-construction project application template?\",\"answer\":\"It enables applicants requesting ARC investment funding to draft a complete project application using a structure that mirrors ARC’s Pathways grant management fields, so hardcopy information can be transferred accurately and supporting documents can be uploaded and tagged appropriately.\"},{\"question\":\"What formatting requirements must applicants follow when entering information into Pathways?\",\"answer\":\"Applicants should use plain text only, label each section with the correct heading and subheading, and keep responses clear, concise, and complete.
