Utility Vulnerability Assessment and Emergency Response Plan Guide \nNevada Office of Emergency Management \nVersion 4 \nJUL 2025 \nForeword \nCritical infrastructure encompasses the essential systems and assets vital to Nevada’s security, economy, public health, and safety. The incapacitation or destruction of these systems would have a debilitating impact on Nevada’s communities, businesses, and visitors. These systems provide essential lifeline services and are vital to maintaining the health, economy, and overall resilience of our communities. \nRecognizing this importance, Nevada Revised Statutes (NRS) 239C.270 requires public and governmental utilities noted by the state’s governmental authorities to conduct a vulnerability assessment (VA) and develop and maintain emergency response plans (ERP) . To ensure ongoing readiness and compliance, utilities must review their ERPs and VAs annually and submit documentation of reviews or updated versions to the Office of Emergency Management by December 31 each year. These emergency response plans are designed to help utilities mitigate risks and reduce the impact of potential natural or manmade hazards that could disrupt essential services. \nThis guide provides a starting point for utilities beginning their planning journey and offers insights to refine and enhance existing plans. This document emphasizes the importance of partnerships, compliance, and commitment to continuous improvement. \nBy adhering to these requirements and engaging in proactive planning, utilities can help build a stronger, more resilient Nevada, ensuring the continuity of services that residents and businesses depend on every day. \nOn July 1st, 2025, The Division of Emergency Management changed to the Office of Emergency Management. The change to the Office of Emergency Management will be reflected in this document except where NRS is cited. \nBrett Compston \nNevada’s Emergency Manager and Homeland Security Chief \nDocument Change Control \n\n| Version | Date | Summary of Changes | Name |\n| --- | --- | --- | --- |\n| 2 | July 2024 | Reviewed and updated document formatting, graphics, and overall guidance. | R.
