The application requests funding to support expansion of the Meadows bus service through implementation of a permanent express route operating during peak demand periods, as well as funding for the purchase of two ADAaccessible battery electric buses (BEBs) . The Town would be responsible for the required 20% local match associated with the vehicle purchase \nBackground \nThe Town of Mountain Village operates a seasonal summer transit system intended to support local mobility, reduce traffic congestion, and provide connections between Mountain Village, Telluride, and regional transit services. In 2025, the Town piloted an express transit service between the Meadows Post Office and Market Plaza during peak commuter periods. The pilot demonstrated strong performance and demand, resulting in measurable increases in vehicle revenue miles, revenue hours, and ridership. \nThe proposed CTE application would transition the pilot express route into a permanent seasonal service operating daily during peak commuter periods. The expanded service would improve transit frequency and mobility options for residents, employees, and visitors during the summer operating season. \nIn addition to operational funding, the application requests capital funding for the purchase of two ADAaccessible 14-passenger battery electric buses intended to support reliable service delivery and replace vehicles that have exceeded their useful life. \nDiscussion \nThe CTE SB230 Formula Program provides funding opportunities for transit agencies to expand transit service, increase ridership, improve system connectivity, and reduce greenhouse gas emissions through transit investments. \nThe Town’s application includes: \n• Annual operating assistance funding of approximately $150,000 per year to support operation of the seasonal express route, with a required local match of $30,000 annually; and \n• Capital funding of approximately $656,000 toward the purchase of two battery electric buses, with a required local match of approximately $164,000 . \nThe proposed express route would operate between the Meadows Post Office and Market Plaza with 15-minute service frequencies during peak commuter periods. \nThe project is consistent with the Town’s Comprehensive Plan goals related to sustainability, reduced reliance on single-occupancy vehicles, expanded transit access, and support for workforce housing and walkable community development. \nFinancial Impact \nIf awarded, the Town would be responsible for providing the required local matching funds associated with both the operational and capital portions of the grant program. The estimated local match for the battery electric bus purchase is approximately $164,000, representing 20% of the estimated vehicle procurement cost. Annual operational matching funds are estimated at approximately $30,000 per year. \nStaff Recommendation \nStaff recommends approval of the attached resolution authorizing submission of the Town’s application to the CDOT Clean Transit Enterprise SB230 Formula Program. \nProposed Motion \nI move to approve the resolution authorizing the Town of Mountain Village to submit an application to the Colorado Department of Transportation Clean Transit Enterprise SB230 Formula Program for transit operational and capital funding associated with Meadows express transit service expansion and the purchase of two battery electric buses. \nApril 24 , 2026 ","cbCaisIc1XwxXCiD","https://ap.wps.com/l/cbCaisIc1XwxXCiD","pdf",498866,"English","# Executive Summary\n# Background\n# Discussion\n# Financial Impact\n# Staff Recommendation\n# Proposed Motion","[{\"question\":\"What authorization is being requested in Agenda Item 4c?\",\"answer\":\"The Town Council is asked to authorize submission of an application to the Colorado Department of Transportation (CDOT) Clean Transit Enterprise (CTE) SB230 Formula Program for both operational and capital transit funding.\"},{\"question\":\"How will Meadows express transit service be expanded?\",\"answer\":\"The proposal transitions an express pilot route into a permanent seasonal service operating daily during peak commuter periods with approximately 15-minute frequencies between the Meadows Post Office and Market Plaza.\"},{\"question\":\"What capital purchases does the application seek funding for?\",\"answer\":\"The application requests capital funding to purchase two ADA-accessible 14-passenger battery electric buses intended to support reliable service delivery and replace vehicles that have exceeded their useful life.\"}]","Mountain Village Town Council Agenda Item 4c - Authorization for CDOT Clean Transit Enterprise SB230 Formula Program Funding | PDF",1790218179]
