MINUTES:  \nThe Minutes of the Meeting held on 21st October 2009, were confirmed and signed as a correct record.  \nOverview Committee  \n9.12.2009  \n47. CHAIRMAN'S UPDATE:  \nThe Chairman welcomed Councillor R. Chatterton, Peer Assessor, Peer Challenge Team and Morgan Toner, Scrutiny Officer at North East Lincolnshire Council, who had been invited to observe the Meeting.  \nMembers were informed that the first national conference specifically for Councillors was due to take place in London on 4th February 2010. The conference entitled “Cllr. 10: Inspiring Councillors – Inspiring Communities”would provide a unique opportunity to hear, first hand, some of the most influential voices in and around local government and to engage in debate on what was important to local communities. The wide variety of workshops would help to develop Councillors’practical skills and their understanding of what key policy changes would mean for their Ward. Members interested in attending the event or wishing to receive additional information, were advised to contact John Makinson-Sanders. The Chairman indicated that it would be helpful for attendees to provide feedback to Overview Committee by way of a written report.  \nMembers were advised that Chairs and Vice-Chairs of Overview, Scrutiny and Audit observed a Meeting of the Overview and Scrutiny Committee at South Cambridgeshire District Council on Thursday, 3rd December. The Meeting had been organised through the I&DeA and provided Members with an opportunity to pick up best practice arrangements. Notes of the visit would be compiled by the Scrutiny Officer for circulation to all Overview and Scrutiny Members.  \nMembers were reminded that the next Overview Meeting, scheduled for 20th January 2010, would be specifically set aside to look at the Council’s budget for 2010/2011 and beyond.  \n48. ACTIONS:  \nMembers received details relating to completed actions from the Overview Committee Meeting held on 21st October 2009, which included an update on major planning applications, Management Team flowchart, development of the Overview and Scrutiny Recommendation Tracker, Performance Management of Town Centre Managers and membership of Task and Finish Groups.  \nReference was made to targets for planning applications and Members’right to call applications in for consideration by the Planning Committee. One Member was unhappy with the tone of the report.
