OBJECTIVE  \n1.1. The University of Texas MD Anderson Cancer Center (referred to as “Owner”) requires testing, adjusting and balancing services (“TAB Services”) related to new construction projects, facility renovation projects, re-commissioning of existing systems, or facility system assessments. The types of facilities for which TAB Services are required include general office, healthcare, research laboratories, or combinations thereof. The TAB Services will be required as part of Owner’s overall effort to ensure that all systems are complete and functioning in accordance with the project Design Intent Document at the onset of Substantial Completion, and that the Owner’s construction contractor has provided Owner’s facility staff with adequate system documentation and training prior to Owner’s acceptance of substantial completion of a given project.  \n1.2. When and as necessary and in accordance with the terms of the Agreement, Owner will contract directly with a TAB Services Provider as an extension of Owner’s designated staff to perform technical reviews of project design documents, observe completion of construction, verify equipment and system start-up by the Owner’s construction contractor (Contractor), observe pre-functional tests, perform functional performance tests of systems and integrated systems against requirements of the project contract documents, adjust equipment and systems settings, as necessary, report deficiencies, or some combination thereof for a specific project. The Services Provider shall have authority only as delegated by the Owner, but has no authority to alter design or installation procedures.  \n2.  SCOPE OF SERVICES  \n2.1. General:  \n2.1.1. Services Provider shall check, test, adjust, and balance components of the Owner’s air handling systems, cooling systems, and refrigeration systems, when and as requested by Owner, to ensure these systems operate optimally with respect to noise, temperature and flow conditions while the system equipment is operating economically and efficiently. TAB Services are intended to be performed after the system components are installed and operating as specified. It will be the responsibility of the Owner’s construction contractor to place the equipment into service.  \n2.1.2. When so requested by Owner, depending on the nature of the equipment and the system for which TAB Services are required, Services Provider shall:  \n2.1.2.1. During the design phase, before drawings and specifications are finalized, review and provide comments about the drawings and specifications related to systems for which TAB Services are to be provided.  \nMD Anderson Agreement No.    \n2.1.2.2. During construction, review and provide comments about equipment/system submittals such as for control diagrams, air handling devices, etc., related to systems for which TAB Services are to be provided.  \n2.1.2.3. Provide skilled technicians to perform functional performance testing and identify and document deficiencies (differences between specified and observed performance), and re-test the systems, equipment and components as necessary.  \n2.1.2.4. Prepare operating and maintenance manuals, including clarifying and updating the original sequences of operation to as-built conditions.  \n2.1.2.5. Provide qualified personnel who can train the Owner’s operating personnel.  \n2.1.2.6. Coordinate with equipment manufacturers on specific requirements to maintain the validity of the warranty.  \n2.1.2.7.
