It aims to focus the efforts of the author and ensure a degree of consistency across reports within the ILO.
A market systems analysis (MSA) provides a deep but practical understanding of how a market functions, why it might not be serving the needs of a certain target group, and how various interventions can address the root causes of underperformance within the market system in this regard.
A high quality MSA is worthless if not used. It is therefore critical that reports are kept as short as possible while conveying sufficient depth of detail. This may prove difficult given all the information collected during the research, but the trade-off is that with fewer details more of the key findings will be read – and acted on!
How to use this template:
This template provides a basic structure for an MSA report, explains the purpose of each section, and provides example text in italics – which can be adapted by the author for given sections of the report. It also links to real-life examples from existing MSA reports conducted by ILO staff for greater context.
A recommended document length of no more than 30 pages is advised. The suggested page lengths for each section, indicated at the beginning of each section, should therefore be taken into account.
Keep in mind the audience of the report. Avoid unnecessary jargon, explain new concepts clearly and, wherever possible, provide practical examples to make the point – ideally from the study context (i.e. same sector, country).
The template is indicative in nature. Feel free to adapt this general template to suit the specific needs of the audience as well as to increase the likelihood of its use (e.g. shorter; more quantitative/economic analysis; or greater focus on specific areas such as occupational safety and health (OSH), informality, gender, environmental sustainability, etc.).
Finally, this template is not a guide for how to conduct a market systems analysis. For guidance on this, take a look at the ILO’s \u0013 HYPERLINK "https://www.ilo.org/empent/areas/value-chain-development-vcd/WCMS_434362/lang--en/index.htm" \\h \u0014Value Chain Development for Decent Work Guide\u0015 or the Springfield Centre’s \u0013 HYPERLINK "https://beamexchange.org/resources/167/" \\h \u0014Operational Guide for the Making Markets Work for the Poor\u0015.
This template has been prepared by the ILO Lab, a Swiss SECO-funded project innovating ways to use a market systems approach to improve decent work outcomes.
