Since then, the Health Financing Unit (HFU) at the Ministry of Health (MOH) has conducted an annual resource mapping exercise. The aim of this exercise is to examine planned activities and expendituresin Liberia’s health sector covered by donors to better align partner support with MOH priorities as identified in its policies and plans (e.g., National Health and Social Welfare Policy and Plan 2011-2021, Investment Plan for Rebuilding a Resilient Health System 2015-2021, Reproductive Maternal Neonatal Child Health Adolescent Investment Case) and inform the MOH’s budgeting and planning processes. \nThe information your organization provides will help clarify when, where and to what extent partners plan to implement activities in Liberia’s health sector. Additionally, collecting this information aims to avoid duplication of efforts in any particular county and strengthen coordination. \nObjectives \nThis document will provide guidance on completing the resource mapping template to track anticipated activities by partners in Fiscal Year (FY) 2020/2021 to FY 2022/2023 to inform Ministry of Health planning and budgeting process in each of the 15 counties and at central level. \nHow to Use the Template \nThe template is divided into three tabs: Instruction Sheet, Input Sheet and Summary Tab. The Input Sheet is further divided into seven sections. \nInstruction Sheet \nThe purpose of the Instruction Sheet is to gather basic contact information so that the HFU knows who to contact if there are any questions. Information input into this section also informs the structure of the Input Sheet. \nSteps \n1. This Excel tool utilizes macros. Please select “Enable Content” to ensure that the macros are enabled before entering data. \n2. Fill out the Background Information. \n3. Select if you are a donor or implementing partner from the dropdown. Donors are bilateral agencies, multilateral agencies, private contributors and corporations that fund the GOL and Implementing Partners (IPs). IPs are the MOH and NGOs that receive funding to conduct and implement activities. \n4. Determine the number of activities you will be reporting on. Activities are a set of executed interventions intended to achieve an overall project objective. The activity can be implemented in multiple counties. However, there can only be one donor per activity. If you have more than one donor per activity, please count the number of donors as separate activities. For instance, an activity with three donors would be counted as three activities. \n5. Select the button. The button is macro enabled and when selected, the appropriate number of activities to be filled out will be created on the Input Sheet. If you find that you did not include enough activities while filling out the template, please press the “Back to Instructions” button, which will take you back to the Instruction Sheet. From there you can update the number of activities and select the “Go to Step 2” button again to update. \n6. If you have any questions, please contact the Health Financing Unit: \na.
