This difficult decision results from the Board’s continued failure to act upon the Tentative Agreement (TA) that was negotiated and reached in good faith between the District’s bargaining team and our Union.  \nAfter months of good-faith negotiations, Local 480 and Hibbing School District reached a Tentative Agreement. That agreement was reached under the authority of the District’s official representatives-the superintendent, the Board Chair, a Director, and the Business Manager. Despite that commitment, the Board has refused to bring the Tentative Agreement forward for ratification. This inaction is not only a breach of trust and professional integrity, it also constitutes a violation of the Public Employment Labor Relations Act (PELRA) , resulting in a chargeable Unfair Labor Practice (ULP), which our Union has already filed.  \nTo disregard a lawfully reached agreement undermines the principles of good faith bargaining and destabilizes the employees’ trust in the District. Local 480 has fulfilled our responsibilities. We demonstrated fiscal restraint and deep commitment to the District’s stability by agreeing to a 0% salary increase in Year 1, and only a 1.5% increase in Year 2. Our members made that agreement because we wanted to help the District manage its budget challenges and keep resources focused on students. We have operated with professionalism and patience throughout this process, and we expect better from the Board charged with leading this district.  \nFor these reasons, the Union hereby declares our vote of no confidence in the current Hibbing School Board. We call on the Board to immediately take up and ratify the Tentative Agreement. Further, Local 480 demands the immediate resignation of School Board Chair, John Berklich, and School Board Treasurer Kim McLaughlin on the grounds that they have failed to honor and uphold the terms of the duly executed agreement. Our members remain dedicated to the success of this District , and we continue to believe in collaboration and accountability.
