MAPC wishes to express our thanks to the Governor and the members of the Legislature for their continued support and funding of this program. \nThis report was produced by the Metropolitan Area Planning Council. Professional technical assistance and project coordination was provided by Helen Aki, Energy Services Coordinator. Additional project support was provided by Heidi Anderson, Manager, Municipal Procurement Services; Erin Brandt, Energy Planner; and Po-Yu Yuen, Energy Division Intern. Project oversight was provided by Rebecca Davis, Government Affairs Manager. \nSpecial thanks for presentations, technical advice, and program support are due to: Dmitriy Nikolayev, Operational Services Division; George Woodbury, RepublicITS; Glenn Cooper, City of Boston; Aimee Powelka, DOER; Joanne Bissetta, DOER; Edward Smalley, MSSLC; and staff and volunteers in the participating cities, towns and state agencies who made this project possible. \nMETROPOLITAN AREA PLANNING COUNCIL \nOfficers \nPresident Michelle Ciccolo, Town of Hudson \nVice President Lynn Duncan, City of Salem \nSecretary Marilyn Contreas, Department of Housing and Community Development (DHCD) Treasurer Taber Keally, Town of Milton \nAcknowledgements 1 \nTable of Contents 2 \nExecutive Summary 3 \nStep 1: Statewide Contract FAC76 4 \nStep 2: Roundtables, Workshops & Presentations 8 \nStep 3: RFP for Streetlight EMS 17 \nAppendix 1: Sample Specifications 18 \nAppendix 2: MAPC Presentation at MSSLC Workshop 24 \nAppendix 3: General Information Sheet 34 \nAppendix 4: RFP for Streetlight EMS 38 \nThe purpose of this project was to facilitate bulk purchasing of light-emitting diode (LED) roadway and outdoor area lighting for cities, towns, and other public entities in the Commonwealth. Under this proposed project, MAPC worked to coordinate demand and create group purchasing opportunities for LED replacements in outdoor lighting applications with interested municipalities and other public entities. MAPC also provided educational and networking opportunities for municipalities and public entities in the state. MAPC worked with key stakeholders to learn about and work to address associated challenges such as LED street light tariffs and streetlight buybacks; and spoke with industry representatives to get the most current information on LED lighting technologies. \nIn 2012, under DLTA funding, the LED Street & Outdoor Lighting Program became a statewide educational and purchasing effort that included the following activities: setting up a statewide contract for LED street and outdoor lighting products in collaboration with the state Operational Services Division (OSD), holding forums on LED conversions and streetlight buybacks, establishing an online community-of-practice for LED streetlight conversions through the Massachusetts Municipal Energy Group (MMEG), presenting at the annual Municipal Solid State Lighting Consortium (MSSLC) workshop in Boston, drafting and issuing an RFP for Streetlight Energy Management Services (EMS) pursuant to MGL Ch. 25A §11c on behalf of four (4) municipalities, and providing ongoing technical assistance and project support for LED streetlight conversions to municipalities and other public entities statewide. \nAlthough participation in MAPC’s various events, subscription to general news and updates on the project, and use of the state contract is not restricted to the following list, the following entities submitted letters of interest to participate in this 2012 DLTA project throughout the year and are in various stages ","cbCainlkp8mGI2Y5","https://ap.wps.com/l/cbCainlkp8mGI2Y5","pdf",1685083,114,"English","# Executive Summary\n## Step 1: Statewide Contract FAC76\n## Step 2: Roundtables, Workshops & Presentations\n## Step 3: RFP for Streetlight EMS\n## Appendix 1: Sample Specifications\n## Appendix 2: MAPC Presentation at MSSLC Workshop\n## Appendix 3: General Information Sheet\n## Appendix 4: RFP for Streetlight EMS","[{\"question\":\"What was the purpose of the LED Street \\u0026 Outdoor Lighting Program under DLTA funding?\",\"answer\":\"The project aimed to facilitate bulk purchasing of LED roadway and outdoor area lighting for cities, towns, and other public entities, while coordinating demand and creating group purchasing opportunities.\"},{\"question\":\"What are the main implementation steps described in the report?\",\"answer\":\"The report outlines a statewide contract setup (FAC76), a sequence of roundtables/workshops/presentations, and an RFP process for Streetlight Energy Management Services (EMS).\"},{\"question\":\"What does Appendix 1 and Appendix 4 provide?\",\"answer\":\"Appendix 1 includes sample specifications, while Appendix 4 provides the RFP for Streetlight EMS.\"}]","LED Street & Outdoor Lighting Program - DLTA Report - Executive Summary and Implementation Steps | PDF",1789218484]
