This is for demonstration purposes only; there is no expectation to use this template.\n\u0013 FORMTEXT \u0014[Insert Local Government]\u0015 Local Disaster Management Group\nTerms of Reference\nEstablishment\nThe Local Disaster Management Group (LDMG) is established under section 29 of the Disaster Management Act 2003.\nRole\nSection 4A\nThe local government, through the LDMG, retains primary responsibility for managing disaster events contained within the local government area.\nFunctions\nSection 30\nThe LDMG has the following functions:\nTo ensure that disaster management and disaster operations in the area are consistent with the State group’s strategic policy framework for disaster management for the State.\nTo develop effective disaster management and regularly review and assess the disaster management.\nTo help the local government for its area to prepare a local disaster management plan.\nTo identify, and provide advice to the relevant district group about, support services required by the local group to facilitate disaster management and disaster operations in the area.\nTo ensure the community is aware of ways of mitigating the adverse effects of an event, and preparing for, responding to and recovering from a disaster.\nTo manage disaster operations in the area under policies and procedures decided by the State group.\nTo provide reports and make recommendations to the relevant district group about matters relating to disaster operations.\nTo identify, and coordinate the use of, resources that may be used for disaster operations in the area.\nTo establish and review communications systems in the group, and with the relevant district group and other local groups in the disaster district of the relevant district group, for use when a disaster happens.\nTo ensure information about a disaster in the area is promptly given to the relevant district group.\nTo perform other functions given to the group under the Act.\nTo perform a function incidental to any of the previous functions mentioned.\nMembership\nSection 33\nThe LDMG consists of the following members:\nThe persons appointed as members of the group by the relevant local government for the group.\nAt least 1 person nominated by the Police Commissioner.\nAt least 1 person who is a councillor of a local government.\nSection 34\nThe Chair of an LDMG is the mayor of the relevant local government; or a councillor nominated by the mayor. For a combined local government, the Chair is the mayor of any of the local governments comprising the combined local government; or a councillor of any of the local governments comprising the combined local government, nominated by a mayor of one of the local governments. The LDMG must appoint a member of the group as a Deputy Chairperson. The Chairperson is to report regularly to the relevant district group, and the Police Commissioner, about the performance of the LDMG.\nSection 35\nThe Chairperson must, after consulting with the Police Commissioner, appoint in writing the chief executive officer or an employee of the relevant local government as Local Disaster Coordinator.\nSection 37\nAt least once a year written notice of the members of the group must be given to the Police Commissioner, and the relevant District Disaster Coordinator (DDC).\nMeetings\nSection 38\nLDMG meetings must be held at least once in every six (6) months at the times and places decided by the Chair; or when asked in writing by the relevant DDC or at least one-half of its members.\nA quorum for a LDMG meeting is the number equal to one-half of the members plus one, or, if one-half of the members is not a whole number, the next highest whole number.\nA member of a LDMG may, with the approval of the Chairperson, appoint by signed notice another person as their deputy.
