responsibility ofenforcement is delegated and what oversight for fairness is given.I have gathered and studieddocumentation over the years and recognize a recurring pattern.Freewheeling verbal commitmentsseem to be common practice,yet later easily distorted or denied.I perceive that there may becollusion and strategizing among selected board members and officials to assure predeterminedoutcomes or to out-wit an opposing point of view.The atmosphere at RCA seems increasinglyadversarial and mean-spirited-lacking in teamwork,respect,and compromise.Efforts to illuminate orrectify perceived abuses are met with resistance,resentment,a quick response of excuse and/orjustification and possibly retaliation.  \nAs an“aviation outsider”I considered my contribution to the Board could be that of a respected,thoughtful Ravalli citizen with a commitment to an updated,first-class airport and with an open,honest point of view.In support of optimal airport improvements,I
