The following table of contents lists the subjects most plans should cover and the subjects BPA will look for before approving a draft plan. This table of contents does not dictate any particular format, so entities with established planning formats may continue to use them. Much of the information sought here will already be available in other documentation developed in other stages of the project. The plan should bring that information together in a single place and comprehensive manner to facilitate transparent management decision making. \nI. Background and Description of property \n1) Property locations and size (include an updated map of all included lands) . \n2) History of land purchases \n3) History of land use on property(ies) \n4) Current environmental setting \n􀂾 Describe and depict in enough detail for plans to fulfill goals \n Habitat and Cover Types \n Special Status Habitats (including wetlands) \n Fish and Wildlife Resources \n Invasive Species \n Hydrology and Watersheds \n Water rights associated with property(ies) \n Historical and cultural Resources and traditional use resources \n Transportation and Access \n Ownership and Use of Adjacent Lands \n User groups and Recreational History \n Climate \n Soils and Topography \n Fire History \n Hazardous waste \n Historic and current tribal use \n5) Public Participation \n􀂾 Include: \n Summary of the Planning Process (date Draft MP posted , meetings, who reviewed and commented , response to comments, date of final approval, summary of updates) \n Summary of changes in the final LMP in response to the public comment process on, and BPA review of, the draft LMP. \nB. Goals, Objectives, and Actions to achieve purpose \n1) Management Goals: stated in term s ofa strategy that can be reviewed using common metrics to track progress on measureable objectives. \na. Goals as stated in the project application; e.g., goals for each habitat type, water management, public access, or wildlife values. \nb. Desired future condition for each conservation value or target species or habitat type. \nc. MOA requirements, prohibitions, and reserved rights \nd . Regulatory agency guidance \ne. Conservation easement requirements, prohibitions, and reserved rights; e.g., permanent protection mechanisms \nf. Describe in the appendix to the plan how the project sponsor developed the goals and how it can change them. \ng. Income generation actions, if any are allowed . \n2) Management Actions \na. Address operation and maintenance and restoration actions to be taken with respect to each goal. \nb. Address each reserved right in the conservation easement, and describe how the grantee or owner will exercise those rights in a manner that does not violate the conservation easement. \nc. Address each prohibited use identified in the conservation easement and explain how the prohibition will be honored and if there are any \nexceptions to it. \nd . Threats to conservation values: Identify all threats to any conservation value identified in the conservation easement and the plan for protecting the conservation value from the threat. \ne. Required actions in N EPA mitigation action plans, incidental take permits, or biological opinions. \nf. Timeline of planned management actions, including O&M, restoration, and monitoring actions. \nC. Operation and Maintenance: generally describes annual or semi-annual actions taken to achieve management goals and commitments. \n1) Water management \n2) Vegetation management including weed control \n3) Wildlife management \n4) Fish management \n5) Infrastructure management; e.g., road , gate, and fence maintenance \n6) Public access management \n7) Trespass response; e.g., garbage removal \n8) Ongoin","cbCaidGbLBnlVb4d","https://ap.wps.com/l/cbCaidGbLBnlVb4d","pdf",63714,"English","# Background and Description of property\n## Property locations and size\n## History of land purchases and land use\n## Current environmental setting\n## Public Participation\n# Goals, Objectives, and Actions to achieve purpose\n## Management Goals\n## Management Actions\n# Operation and Maintenance\n## Water management\n## Vegetation, wildlife, and fish management\n## Infrastructure and public access management\n# Restoration Actions Planned Above and Beyond O&M\n## Cost-sharing partnership opportunities\n# Cost-Sharing\n# Monitoring and Evaluation Techniques\n## Habitat, wildlife, fish, and hydrologic monitoring\n## Periodic plan review and compliance checklist\n# Reporting\n## Manager review, self-reporting, and remedial actions\n# Management Staff and Responsibilities\n# Appendices","[{\"question\":\"What purpose does this template serve for land management plans?\",\"answer\":\"It provides a consistent table of contents so BPA and the public can review and approve draft land management plans for mitigation properties included in the Fish and Wildlife Program.\"},{\"question\":\"What major information is required in the Background and Description section?\",\"answer\":\"It covers property location and size, purchase history, land use history, current environmental setting (habitat, resources, invasive species, hydrology, rights, cultural resources, access, ownership, climate, soils/topography, fire history, hazardous waste, and tribal use), plus public participation summaries.\"},{\"question\":\"Which sections define how goals are achieved and tracked?\",\"answer\":\"The plan must include management goals and management actions, operation and maintenance commitments, restoration actions beyond O\\u0026M, cost-sharing, monitoring and evaluation techniques, and reporting requirements.\"}]","Land Management Planning - Template for a Land Management Plan Table of Contents - Review and Approval | PDF",1789151015]
