Using King County’s Geographic Information Systems (GIS) with Generative Artificial Intelligence (GenAI), our innovative application leverages publicly available data to generate SEPA review letters. This project has significantly improved King County’s capacity and efficiency to review projects, saving what would otherwise take thousands of hours annually to accomplish. What is unique about the application is the ability it affords King County government to fulfill our promise to the public to serve as responsible stewards of our beautiful natural landscape – and protect our most vulnerable residents’ health. By reviewing additional construction proposals, the application also grows equity and social justice in our community by ensuring development activities are sensitive to local conditions and that Public Health guidance is advancing best and exemplary practices in community development. \nThe challenges before this system was developed \nWashington’s State Environmental Policy Act (SEPA), adopted in 1971, requires that local government agencies have an opportunity to assess and mitigate the environmental impacts of all major construction proposals. This includes public facilities and private projects such as an office building, grocery store, or apartment complex. Under SEPA, local government can review a proposal’s environmental analysis and weigh in before final permitting decisions are made. The SEPA review process helps agency decision-makers, applicants, and the public understand how the proposal will affect the environment and determinants of health. SEPA can be used to modify or deny a proposal to avoid or reduce probable impacts, and promote protective factors that are otherwise in short supply. \nFor construction projects in King County, the Department of Public Health (DPH) is the local agency charged with reviewing environmental impacts and providing feedback. The SEPA review evaluates neighborhood conditions including tree cover, pollution, and access to transit, parks, and recreational trails. It also considers health disparities for residents in the neighborhood such as high rates of asthma, COPD (chronic obstructive pulmonary disorder), and obesity. Based on these conditions – and the typeof construction project proposed – the SEPA reviewer makes recommendations that improve population health and advance health equity, such as adding trees, carpool parking, bicycle parking, and improved pedestrian access to nearby","cbCaihqE2EZ7SFiO","https://ap.wps.com/l/cbCaihqE2EZ7SFiO","pdf",2068338,"English","# Single System Application\n## Application Outline\n## Section A\n## Section B\n## Section C: System Design\n## Section D: Implementation\n## Section E: Organizational Impact\n## Section F: System Resources\n## Appendix: Illustrations and Figures","[{\"question\":\"What does the AI-GIS-Strengthened SEPA Response Letter Generator help King County do?\",\"answer\":\"It generates SEPA review letters by using GIS with generative AI to evaluate environmental and health impacts of proposed construction projects and recommend modifications before permitting decisions.\"},{\"question\":\"How does the system improve efficiency compared with the prior process?\",\"answer\":\"The previous process took about five hours of staff time per letter, while the GIS+GenAI approach reduces drafting time to about 20 minutes per letter.\"},{\"question\":\"What data and neighborhood factors are used to inform the SEPA recommendations?\",\"answer\":\"The approach draws on publicly available data and cross-references multiple sources to assess conditions such as tree cover, pollution burden, and access to transit, parks, and trails, while also considering health disparities like asthma, COPD, and obesity.\"}]","King County AI-GIS-Strengthened State Environmental Policy Act (SEPA) Response Letter Generator - Single System Category Application | PDF",1789294247,7]
