New Business Items for Discussion and Approval Operations and Planning \n4.1 Approval of Incline Village Phase 1 \nBrandon Kohlts discussed the Incline Village Project. The project extends approximately 2,070 ft. of 8-inch PVC sanitary sewer from the existing manhole. \nPhase 1 includes 70 units of a potential 200-unit building with a proposed flow of 18,200 GPD. The full plan would include 1,400 housing units and 100,000 SF retail. \nSewer for the entire project will be installed with only Phase 1 flow to be approved. Ultimate flow potential is estimated at 378,000 GPD if fully developed. \nFlow from development will take two paths to enter the WLSSD East Interceptor: at 3rd Ave E and W 1st Street and 2nd Ave W and W 1st Street. \nStaff are working with Brown and Caldwell to update the hydraulic model with these projected flows to assess impacts to capacity during wet weather. The 2022 hydraulic model shows areas downstream surcharging 1-2 ft. and are greater than 100% capacity for a 25-year 1 hour rain event. \nDuluth experiences substantial I&I from the eastern half of the city during wet weather, which enters the East Interceptor During certain events, wastewater in the 5’X7’ rock tunnel section of the East Interceptor backs up into the 8-milliongallon storage tank in Canal Park. \nThis I&I directly impacts the City’s ability to accommodate future development upstream without pipe rehabilitation or more storage capacity. \nThe Operations and Planning Committee recommends the Board approve the City of Duluth sewer extension request for the proposed 70-unit Incline Village condominium (18,200 gallons). Any additional flows related to this development requested beyond this approved amount will require separate reviews and approvals by District staff and the Board of Directors. \nMoved by: Member Ezell \nSeconded by: Member Thomsen \nThe Motion Passed Unanimously \nPersonnel \n4.2 Approval of Director of Finance Job Description \nLacie Jurek discussed the proposed job descriptions and pay grade changes. Specifically, the content of the Finance job description will be updated to match other management job descriptions and align with the external market. \nThe Personnel Committee recommends that the Board approve the Director of Finance Job Description. \nApproval of Director of Finance Job Description \nMoved by: Member Podratz \nSeconded by: Member Boe \nThe Motion Passed Unanimously \n4.3 Approval of Director of Operating Services Job Description The title, content, and format have been updated to consistency with other recently revised management job descriptions and to match the external market. \nThere is no additional grade change; salary grade 11 was approved in February 2024. \nThe Personnel Committee recommends the Board approve the updated Director of Operating Services job description. \nMoved by: Member Boe \nSeconded by: Member Podratz \nThe Motion Passed Unanimously \n4.4 Approval of Engineering Manager Job Description \nThe title, content, and format have been updated to consistency with other recently revised management job descriptions and to match the external market. \nThe Pers","cbCaietUURzSnHfu","https://ap.wps.com/l/cbCaietUURzSnHfu","pdf",228655,10,"English","# Regular Board Meeting\n## Agenda Review\n## Old Business\n## Approval of Consent Agenda Items\n## New Business Items for Discussion and Approval\n### Incline Village Phase 1\n### Approval of Director of Finance Job Description\n### Approval of Director of Operating Services Job Description\n### Approval of Engineering Manager Job Description\n### Approval of Lead Maintenance Millwright Job Description and Pay Grade\n### Approval of Lead Maintenance Electrician Job Description and Pay Grade\n### Approval of Accounting Family Job Descriptions and Pay Grades","[{\"question\":\"What is the meeting purpose and when did it begin?\",\"answer\":\"The document records a Regular Board Meeting and shows it was called to order by Chair Ness at 5:01 PM on Monday, June 24, 2024.\"},{\"question\":\"Which items were included in the consent agenda for approval?\",\"answer\":\"Consent agenda items include the Regular Board Minutes dated May 20, 2024, board member vouchers for May, payment vouchers dated May 15 through June 17, 2024, and approval related to a Riverbend Sanitary Sewer Extension for Thomson Township.\"},{\"question\":\"What major approvals were made under new business items?\",\"answer\":\"New business includes discussion and approval of the Incline Village Phase 1 sewer extension request, along with approval of updated director and management job descriptions and multiple lead/accounting job descriptions with pay grade changes, all passed unanimously.\"}]","June 24 Board Minutes - Regular Board Meeting | PDF",1789315482]
