It must be remembered that outdoor lighting is subject to adverse weather conditions, especially in winter, and a hastily erected display could easily bring tragedy instead of joy.\n1.2\tThe fundamental aim of any illuminated festive decoration is to provide a brighter and more interesting environment at night, creating an atmosphere that makes the location special for the occasion. The day time appearance of the decoration is, however equally important and both aspects should be considered at the design stage. Festive decorations can take various forms, a number of which are listed below:\nSimple festoon with multi-colored light sources;\nDecorations mounted on poles or columns;\nArea spanning decorations mounted on catenary wire attached either to buildings or poles;\nGround Mounted Features;\nChristmas Trees and other static or mobile features;\nAdditional Effect Lighting;\nLaser Displays\nProjected Displays from a remote location;\n1.3\tFor clarification and by definition Seasonal or Festive decorations/illuminations are defined as any decorations, supports, fixtures, electrical lighting and associated wiring and fixing ties etc. that are to be installed to celebrate a particular event, which is contained within curtilage of the Adopted Highway.  The licence will apply to the road name to which the installation is being erected and other proposed installation(s) on a different road(s) will require a separate licence(s).\n1.4\tTherefore any Promoters and Operators wishing to install Seasonal or Festive decorations or illuminations, must gain the full approval of Bristol City Council (as the TAA) as part of their planning, consultations and licence application submission in accordance with Section 178 of the Highway Act 1980 – Restrictions on placing apparatus etc. over Highways.\n1.5\tThe permission of the person(s) or organisation(s) responsible for the land over which, or adjacent to where the decorations/illuminations are proposed to be installed must also be obtained well in advance of the installation works commencing. The minimum timeframe is 12 weeks minimum from commencement onsite; no applications will be considered outside of this time frame. Similarly the permission of the building(s) owner(s) to which the installations are to be attached must be sought and received well in advance of the installation works commencing, please note that way-leave agreements and listed building consent will also be the responsibility of the installer and no permit will be granted unless documentation proof can be provided at the time of making the application.\nNote: Not all roads and footpaths are dedicated as Adopted Highways and may be privately owned or public realm land, likewise these permissions must be sought separately.\n1.6\tIf the installation is to be attached or secured to a Listed Building or structure, the person(s) or organisation(s) responsible for the festive lighting application submission will also need to \tmake a separate Listed Building Consent application.
