This document has been created to assist developers in writing comprehensive and effective IPM plans.
Purpose of Integrated Pest Management Plans
A large portion of Thurston County overlies an aquifer system that is highly susceptible to contamination. For developers and those involved in land use, Integrated Pest Management Plans (IPMP) are crucial for sustainably managing both plant and animal pest populations while minimizing environmental impact. IPMP requires developers to implement a combination of biological, cultural, mechanical, and chemical control methods that are effective and environmentally sensitive. By prioritizing the least hazardous options and integrating various pest management strategies, IPMP aims to reduce risks to human health, non-target organisms, and the environment. This approach ensures that pest issues are addressed in a manner that supports sustainable land use practices during and beyond project development while complying with regulatory requirements.
Property owners, property managers, homeowners' associations (HOAs), and those in direct control of properties play a crucial role in the implementation of Integrated Pest Management Plans (IPMP) . They are responsible for ensuring that IPMP strategies are effectively applied. The commitment to IPMP is essential for minimizing environmental impact and health risks. Occupants, such as residents and tenants, benefit from and contribute to the success of IPMP. Effective implementation of IPMP fosters sustainable land use practices, addressing immediate pest issues while promoting long-term prevention and ecological balance.
How to Use This Template
1. Determine if an IPMP is required. If any of these apply, an IPM plan is required (check which apply)
☐ Plats of 10 or more lots located within a Category I or II aquifer recharge area
☐ Projects located within a Group A public water system wellhead protection area
☐ Projects located within a Category I or II aquifer recharge area containing open space or public area(s) that will be maintained totaling greater than 5 acres
These requirements are described in TCC Chapter 24 and EH Policy \\#ONST.97. POL.805
2. Read the Template Sections: Before you start, thoroughly read the guidance provided throughout the template. This will give you information about the requirements to prepare the IPM plan.
Published September 2024
3. Complete Each Section of the Template: Use the template to systematically develop the IPM plan.
Remove the [prompt guidance text] within the [brackets] and replace it with text in each section. You may copy information and delete from each ‘things to consider’ boxes.

| Sections
☐ Project cover page & table of contents
Introduction
☐ Project Description ☐ Responsible Parties
☐ Site Plan Map
☐ Background & Homeowner IPM
Integrated Pest Management Principles
☐ Planning and Prevention
☐ Landscape, Pest Control, Maintenance &
Management
☐ Inspection/Monitoring
☐ Establish Control Methods
☐ Appropriate Control Actions | Best Management Practices
☐ General
☐ Weed Control
☐ Disease Control
☐ Insect Control
☐ Fertilizer ☐ Irrigation
☐ Community Owned Areas ☐ Pesticide and Chemical Management ☐ Pesticide Management Actions
Related Documents
☐ Resource Listings
☐ Reference Materials and appendices |
| --- | --- |

4. Customize as Needed: While this template provides a structured format, it’s important to tailor the IPM plan to the specific project and conditions. Make sure to add any site-specific information or practices that are relevant to the project.
5. If the provided field is not large enough, attach additional pages to the back of the IPMP then reference the attachment number in the input field.
6.
