The need identification includes the collection and analysis of information from the users.
ii. The following good practice guides and templates are applicable when identifying business needs and requirements:
a. Collect information from users
b. Identify constraints
c. Determine the impact of the commodity on the organisation
d. The RASQCI model (Regulatory, Assurance of supply, Quality, Service, Cost, Innovation)
e. How to collect information from users/clients
f. Determining the overall impact of the commodity on the organisation
g. Collecting the information from clients /end-users? (template)
h. Typical questions to establish business requirements (template)
i. Typical business requirements checklist (template)
1.1 Objective
i. To identify all current requirements and trends.
ii. To identify any new requirements or opportunities that are currently being explored.
iii. To identify any new regulatory factors that may impact the commodity.
1.2 Output
i. A statement of needs /or Specification / or item list
ii. Impact analysis
2.0 Good practice guides
2.1 Collecting information from users/clients
i. The history of delivery and trend analysis
a. A review of previous procurements, from identifying needs through supplier selection, performance, and results, will inform how to proceed with the project.
b. Actively seek feedback from all stakeholders involved in the previous procurement to identify lessons learned.
c. This means all stakeholders involved from the programme manager, subprogram manager, contract manager, end-users or recipients of services, and the supplier.
d. Consider how these lessons can inform and add value to your procurement going forward.
e. It may also be helpful to investigate the outcome of other institutions’procurements for similar goods/services.
f. Consider the problems the procuring institution has encountered and the successes they have achieved.
ii. The concept of determining needs in an institution (needs analysis methodology)
iii. Conducting a needs analysis
Institution:

| STEP | ACTIVITY |
| --- | --- |
| Identify the needs | • Consult with relevant stakeholders: perspectives, needs, wants, concerns, challenges, opportunities, and risks.
• Identify and prioritise the needs.
• Develop a comprehensive high-level statement of needs. |
| Review previous
procurements | • Review previous/current contracts (if any), including:
• Quality of delivery-on time, on budget, to specification.
• Calculate the whole-of-life cost.
• Supplier’s performance.
• Performance in managing the contract and relationships with the supplier and stakeholders.
• Benefits, assumptions, intended and unintended consequences.
• Opportunities for cost/efficiency benefits/gains. |
| Supply positioning | • Scan the operating environment, including current and future policy considerations.
• Identify strategic outcomes and specific business objectives that are to be addressed by the procurement.
• Identify sustainability opportunities/issues. |

Figure 1: information to be collected from the users/clients
Table 1: How to collect information from users/clients
Use the prompts in the table to document the requirements

| Internal Function | Prompt | Requirement (Examples) | Importance Rating (1=low; 5=high) |
|","cbCaiiO9nx383F2b","https://ap.wps.com/l/cbCaiiO9nx383F2b","pdf",868969,17,"English","# Identify Business Needs and Requirements
## Introduction
## Objective and Output
## Good practice guides
### Collecting information from users/clients
### Needs analysis methodology
### Needs analysis steps and templates","[{"question":"What is the purpose of identifying business needs and requirements?","answer":"It captures current requirements and trends, identifies new requirements or opportunities being explored, and flags new regulatory factors that may affect the commodity."},{"question":"What information should be collected from users and clients?","answer":"Collect delivery history, perform trend analysis, and gather inputs using prompts covering what the end-user needs, quantity and frequency, quality standards, geographical needs, delivery timelines, technical support, price structures, legislation, and technology changes."},{"question":"How should previous procurements be used in the needs analysis?","answer":"Review prior/current contracts to assess delivery quality (on time, on budget, to specification), whole-of-life cost, supplier performance, contract and relationship management, and the benefits, assumptions, and consequences to inform next steps."}]","Identify Business Needs and Requirements - 3.1.2 - SPF GPG | PDF",1789206978,6
[101,104,109,114,119,124,128,133,138
90,"presentations
12,"Resumes",80,"resumes
14,"Invoices",70,"invoices
15,"Posters",60,"posters
16,"Social Media",50,"social-media
"Forms",40,"forms
18,"Letters",30,"letters
21,"Paper Templates",5,"papers-templates
158,"General","general-158"]
