Each member was provided with a packet of information with the following: the meeting agenda, process improvement concept for groundwater hazard statement, HSB 553, signed SF 475, recorded examples from Webster County of electronic signatures and notaries, blank legal sized trade name form and signed SF 541.  \nA sign in sheet circulated. Eight individuals were in attendance: Guest – Lisa Long (Iowa Land Records), Kari Johnson (Northwest Bank), Ted Hugghins (Abstract Associates), Danielle Michalski (Abstract Associates), Abby Dorsey (Abstract Associates), Laura Eastwood (Eastwood Realty), Troy Anderson (Coldwell Banker) , and Lindsay Laufersweiler (Webster County Recorder) .  \nAll members were welcomed and thanked for being a part of our PRIA Local chapter as we all have an important role in the industry and see value in coming together to communicate and collaborate.  \nUnfinished – Ongoing Business:  \nBack the Blue Legislation updates – Lindsay reported in Webster County there have not been any requests received in the Recorder’s Office at this present time. Lisa Long gave a statewide update that they have received less than 75 customers submit requests with less than 600 documents affected.  \nGroundwater Hazard Form updates – the new concept was discussed that would provide amore efficient way to handle the GWH form if there was no known groundwater hazard – House Study Bill 553. There was a subcommittee meeting in the Iowa Legislature on Monday 1/24/2022 both Lindsay and Lisa listened to. It sounded like there was good support however concerns from the Iowa Bar, Realtors, Bankers with current bill language that there wasn’t a provision regarding the validation of the transaction ([i.e. mortgage](i.e. mortgage), transfer document, etc.) if this is missed. From the conversation during our PRIA Local there were some questions of what does that process look like then? Would the realtors/attorney have the GWH filled out and they would have that on file to prove they were told there was no known GWH on the property? More to come on this topic as it’s moving through the legislature currently with another  \nsubcommittee meeting scheduled 1/26/22 at 3:30 . There is a new interface for submitters. It’s fresh and updated. Beta testing went well so have started to do two webinars per week, then once the submitter has gone through the webinar the new site will be released to them. Webinars are held Tuesdays at 9 am and Wednesday’s at 3 pm. The plan is for the legacy system to go away at the end of February. We are continuing to see more of this here in Webster County. Troy Anderson shared, Tami Anderson at Coldwell Banker is going through the process to be an electronic notary. She has been approved but still working through the steps. There also is an individual believed to be a FedEx employee here locally who also performs the electronic notaries.  \nSmart contracts were also a topic of conversation with signed SF 541 – relating to ledger technology. This is legal in Iowa now.
