INTENT OF BID  \nThe Berrien County Health Department is seeking proposals from qualified consultants to facilitate and support the development of the Department’s 2027–2029 Strategic Plan.  \nThe consultant will assist BCHD in conducting a focused, inclusive, and time-sensitive strategic planning process that engages approximately 80 staff members, the BCHD Leadership Team, and the Berrien County Board of Health. The final plan should identify strategic priorities, measurable objectives, action steps, and key performance indicators that help BCHD demonstrate the value, reach, and depth of its public health programming.  \nThe consultant will primarily serve as a neutral facilitator and writer, helping staff participate honestly and constructively without feeling pressure to provide responses they believe leadership wants to hear.  \n2. Project Background  \nBCHD’s 2024–2026 Strategic Plan was built around four primary strategic directions: Community Trust Building, Employee Satisfaction, Workforce Development, and Technology. The plan was developed through staff surveys, SWOC analysis, planning sessions, affinity diagramming, dot voting, consultant facilitation, and Board of Health review.  \nThe current plan also emphasized the need for annual action plans, identified champions, and metrics to monitor progress. However, BCHD has identified an opportunity in the next planning cycle to strengthen implementation accountability, align strategic goals with measurable KPIs, and connect the plan more directly to performance management and public-facing value.  \nBCHD has also previously identified the need to improve technology use, workflow efficiency, automation, digitization, dashboards, and clearer reporting of the Department’s work, funding, and impact to employees, residents, commissioners, and governing bodies.  \n3. Project Goals  \nThe 2027–2029 Strategic Planning process should help BCHD:  \nEngage all staff and the Board of Health in a meaningful but efficient planning process. Identify the most important strategic priorities for BCHD over the next three years.  \nStrengthen alignment between BCHD’s mission, programs, services, workforce, and measurable outcomes.  \nDevelop internal metrics and KPI categories that help demonstrate BCHD’s value, reach, and impact.  \nSupport future reporting through BCHD’s internal performance management and dashboard systems.  \nAddress key organizational challenges, including leadership succession, communication, technology fragmentation, public trust, and performance accountability.  \nProduce a clear, practical, and implementation-ready strategic plan by October 30, 2026.  \n4.
