Due to COVID-19 and the global pandemic, schools will need to be agile in response to \ncurrent challenges associated with the virus. Of utmost importance, is the health and safety of our students and staff. This plan outlines the Littlestown \nArea School District’s guidelines for school reopening. It was created based on our local community context, in consultation with local medical \nprofessionals, and incorporates science and best practice guidance from over 20 organizations including: the Pennsylvania Department of Health (DOH); \nthe Pennsylvania Department of Education(PDE); the Center for Disease Control (CDC); the \nWorld Health Organization (WHO); and the American Academy of Pediatrics (AAP) . \nThroughout the process, we have been guided by the following principles: \n1.Prioritize the health and safety of students, employees, and families; \n2.Engage the community and stakeholders in the decision-making process; \n3.Make decisions based on all students; and \n4.Protect the most vulnerable/at-risk populations. \nTo that end, the purpose of this plan is to outline the precautions and circumstances for opening school and keeping school open for as many students as \npossible. The designations of green and yellow phase refer to the state color-coding system. The majority of items will be the same in both phases with \nsome increased protocols for distancing, masking, and large spaces in the yellow phase. Red is not identified in this plan and the assumption is almost all \nstudents will enter remote learning should the state return to shutdown status. \nThe fluid nature of governmental guidance and the virus itself means that things may change quickly and we maybe forced to adapt on short notice. We \nremain committed to adjusting our approach based on the current reality. This may mean a change in schedules, spaces, and day-to-day operations. We \nwill communicate changes immediately. Please be patient and flexible as we work to find common ground for all students and families. \nPage 1 of 43 \nTable of Contents \nType of ReopeningPage 4 \nPandemic Coordinator/TeamPage 5 Facilities Cleaning, Sanitizing, Disinfecting and VentilationPage 30 \nSocial Distancing and Other Safety ProtocolsPage 31 \nThis resource draws on a resource created by the Council of Chief State School Officers (CCSSO) that is based on official guidance from multiple sources to include: the Centers for Disease Control and \nPrevention, the White House, American Academy of Pediatrics, Learning Policy Institute, American Enterprise Institute, Rutgers Graduate School of Education, the World Health Organization, the Office of \nPage 2 of 43 \nthe Prime Minister of Norway as well as the departments of education/health and/or offices of the governor for Idaho, Montana, New York, Texas and Washington, DC. \nHealth and Safety Plan: Littlestown Area School District \nAll decision-makers should be mindful that as long as there are cases ofCOVID-19 in the community, there are no strategies that can completely \neliminate transmission risk within a school population. The goal is to keep transmission as low as possible to safely continue school activities. All \nschool activities must be informed by Governor Wolf’s Process to Reopen Pennsylvania. The administration has categorized reopening into three \nbroad phases: red, yellow, or green. These designations signal how counties and/or regions \nmay begin easing some restrictions on school, work, congregate settings, and social interactions: \n●The Red Phase: Schools remain closed for in-person instruction and all instruction must be provided via remote learning, whether using \ndigital or non-digital platforms.
