It consists of the southern suburbs of Norwich, such as Trowse and Cringleford, as well as several market towns including Diss, Wymondham and a number of rural villages.  An extensive network of trunk, main and local roads enable easy access to all parts of the district.\nMap of South Norfolk\nPurpose of Licensing\nThe Council has responsibility for the regulation and control of all Operators, Drivers and Vehicles which are used for hire and reward within our district. The power to carry out this function is contained within the Town Police Clauses Act 1847 and the Local Government (Miscellaneous Provisions) Act 1976.\nPolicy Aim\nThe Licensing Authority aims to provide a consistent and transparent service when carrying out its functions relating to the licensing of Hackney Carriage and Private Hire Drivers, Vehicles and Operators. We aim to balance the needs of licence holders with our duty to protect the public and, in particular, children and vulnerable adults.\nThis Council aims to achieve this by:\nSafeguarding persons using Hackney Carriage and Private Hire services\nEnsuring compliance with the Equality Act 2010 and meeting the Council’s duty toward inclusivity and equality.\nEnsuring that licensed vehicles meet emissions standards and encouraging the use of electric or low pollutant vehicles.\nIt is the Council’s wish to facilitate well-run and responsible businesses which provide essential services to the travelling public. The Council recognises the importance the licensed trade offers to the local community. The aim of the licensing process is to regulate the Hackney Carriage and Private Hire trade in order to promote safety and wellbeing of the public who utilise these services. In exercising its discretion in carrying out its regulatory functions, the Council will have regard to this policy document and its aims and objectives.\nConsultation\nPolice\nFire and Rescue\nDisability groups\nAll current licence holders\nLegal Services\nCouncil website\nCouncil offices\nAll elected Members\nNational Taxi and Private Hire Association\nPortfolio Holder\nOther relevant consultees\nReview of the Policy\nThe Statutory Guidance issued by the Department for Transport (DfT) requires local authorities to review their licensing policy every five years unless legislative changes or local circumstances dictate otherwise. Subject to any prior amendment this Policy will remain in force until 2027 when it will be subject to review and further consultation if changes are made. At the time of the review, we will again consult with all interested parties. Minor amendments which do not materially affect or amend the essence of this policy may be made without the need to consult.\nContact\nThe Licensin","cbCaihMD6WQHqcBx","https://ap.wps.com/l/cbCaihMD6WQHqcBx","docx",463707,73,"English","# Introduction\n## Purpose of Licensing\n## Policy Aim\n## Consultation\n## Review of the Policy\n## Contacts\n# Licensing Process and Delegation of Functions\n## Committee Procedure and Right to Appeal\n## Fees\n# Conditions\n## Equality Act 2010\n## Low Emission and Electric Vehicles\n# Part 1 - 11\n## Part 1: Dual Hackney Carriage and Private Hire Driver Licences Policy\n## Part 2: Hackney Carriage Vehicle Policy\n## Part 3: Private Hire Vehicle Policy\n## Part 3a: Executive Hire/Limousines and Conditions\n## Part 4: Private Hire Operator Policy\n## Part 5: Dual Hackney Carriage and Private Hire Driver Licences Conditions and Byelaws\n## Part 6: Private Hire Driver Conditions\n## Part 7: Hackney Carriage Vehicle Conditions\n## Part 8: Private Hire Vehicle Conditions\n## Part 9: Private Hire Operator Conditions\n## Part 10: CCTV\n## Part 11: Enforcement","[{\"question\":\"What is the purpose and aim of this licensing policy?\",\"answer\":\"The policy establishes a consistent, transparent licensing service and balances licence holders’ needs with duties to protect the public, especially children and vulnerable adults.
